The procedure for preparing work books

The fact of employment of a new employee must be supported by an entry in the work book. An exception can be made for employees who performed their duties for up to 5 days inclusive (Article 66 of the Labor Code of the Russian Federation), as well as for persons working part-time, whose place of activity is not recognized as the main one. In case of absence, the labor management itself must issue a document to the employee.

When registering a work book, the employer enters the following information in the presence of the employee:

employee details (full name, date of birth);
education and acquired specialty;
date of completion of the document.

The employee confirms the entered information with a personal signature.

Further, the document contains the events of labor activity in chronological order: facts of employment, dismissal, information about transfers, incentives, awards. Information about penalties is not entered into the work book (except for indicating the grounds for dismissal).

Where can I get it?

These special stickers are not commercially available. A sheet of paper with six round silver stickers is purchased by the organization along with the work book. Forms published after 2008 contain an insert with holograms. It is not possible to buy them separately.

The enterprise is obliged to purchase labor and liners from specialized institutions. For this purpose, a supply agreement is concluded with the printing house.

Sometimes an employee is required to purchase a book on their own. This action is not illegal. However, in this case, there is a risk of purchasing a document of improper form, produced by third parties.

Hologram in the work book

In the new type of work books you can find pasted holograms or specially designated places for them. Does this mean that a document without these marks is invalid?

The form of the work book was approved by the Decree of the Government of the Russian Federation “On work books” dated April 16, 2003 No. 225. However, this document does not contain requirements for the mandatory presence of holograms.

The presence of a hologram in the work book indicates an increased degree of security of the form. The purpose of its use is to eliminate the possibility of counterfeiting as much as possible.

However, the absence of a hologram in a book does not mean that the document is irrelevant. Currently on sale you can find work books of a new type without such signs. Such documents have the same legal force as work books, which have an additional degree of protection.

The owner of the document is not at all obliged to know where and how to paste the hologram, since this matter is not his competence. This is done by the personnel department employees; if you wish, you can contact them with this request.

The hologram is glued only to the title page of the work book or its insert. You should choose one of the three places marked in the photo.

Where to place the hologram in the work book?

Follow a few simple rules:

Place the hologram strictly in the place of the props it protects.
The sticker should not be applied upside down. Pay close attention to the location of the drawing, otherwise you will ruin the document.

Since the very presence of a hologram in the work book depends on the desire of the employer, the specific location of its location also depends on him.

Where can I get a hologram for sticking?

You won't be able to find a sheet of paper with holograms on the open market . Even at Goznak itself you won’t be able to order it.

The sticker insert can only be found in work books sold since 2008. These stickers, along with the work book itself, are transferred from one employer to another.

But let’s say an employer purchased documents with a hologram for the purpose of employing new employees. At the same time, he may have a question: where is the hologram placed in the work book ? The protection sign is usually pasted on the title page of the work in the place that is planned to be protected (according to the recommendation of Goznak dated January 27, 2008). This may be the work number, the seal or signature of the employer, or the signature of the owner of the book. However, there are no direct indications of such methods of inserting a hologram. Therefore, if it is necessary to use an additional degree of protection, the employer has the right to resolve the issue at its own discretion.

What is a hologram?

By hologram we mean a three-dimensional image obtained by the holographic method.
According to historians, in Great Britain a hologram was used to confirm the authenticity of the acts drawn up by the queen. Since 2008, Goznak began offering the use of holograms not to representatives of the English royal family, but to ordinary working people in Russia. How to write a reference for an employee? Holograms for work records are self-adhesive transparent labels with a holographic image of the letters “TK”.

The size of one such sticker is 3x1.5 centimeters, and the stickers themselves are six pieces for each unit of the work book form.

Purpose of the hologram in the work book

A transparent hologram allows you to protect:

signature,
seal,
number of the labor itself.

The holographic type of protection is not mandatory and is used only at the request of the employer.

The essence of the protection is that when you try to separate the hologram from the paper, the sticker breaks up into layers, some of which remain in place. The hologram can only be glued once; this is mentioned in the instructions attached to it.

What is a hologram?

Not a single official legislative act talks about how to use holograms and what function they carry.

The second paragraph of paragraph 46 of the “Rules for maintaining and storing work books” states that the forms of both the work book and the insert in it already have the appropriate degree of protection.

The only document containing information about holograms in work books remains the letter from Goznak dated January 27, 2008. It also contains instructions for using the stickers.

There is no official number assigned to the letter; it is almost impossible to find on the Internet. To read the text of the letter, you can make a request to receive a copy of it through the organization where the work record forms were purchased.

If, just in case, you prefer not to touch the stickers and not paste them anywhere, no one has the right to accuse you of unprofessionalism.

Where can I get a hologram?

Holograms are an addition to work books; they cannot be purchased separately. That is, in order to receive these protective stickers, you need to buy new book forms from special companies.

Book forms, as well as security holograms, have the right to produce only the Gosznak printing house. The following organizations can sell these products:

having contracts with the Gosznak printing house or its official representatives;
having the right to work with protective printing stickers, as well as strict reporting forms.

Despite the fact that holograms are currently of low prevalence, as well as the lack of official grounds, personnel workers continue to use them.

The procedure for purchasing a hologram for a work record book

It is important to note that free access to the purchase of holograms is impossible, since they are not sold at retail, but are sold together with work books as an addition.

It is assumed that the only option for purchasing a hologram is to purchase a new work book from an authorized authority. In particular, the document in question and the hologram are considered special types of printing products that are produced only in the printing houses of the Federal State Unitary Enterprise Goznak.

This means that the sale of work books with holograms is legal only by organizations that meet the following parameters:

Have certified contracts with or with their intermediaries.
They have the right to manipulate special printing products related to strict reporting forms.

Peculiarities

There are several features of gluing a hologram into a work book:

Most often, the hologram is pasted onto the title page of the work book or its insert.
The sticker is placed in places where it is protected from counterfeiting; according to the recommendations of the Federal State Unitary Enterprise Goznak, it can be protected from counterfeiting by:

assigned work book number;
seal of the organization that issued the work book;
employee signature;
signature of the employer or HR employee.
other identification data at the discretion of the personnel officer or director of the organization.

Immediately before applying the sticker, you need to make sure that it hits exactly those elements that need to be protected. The hologram should not have folds after gluing.

Important! It is not recommended to use stickers that are defective. All of them invalidate the document.

The hologram must be pasted in a vertical position, it should not be turned on its side or upside down.
The hologram must be glued strictly by an employee of the organization who has the authority to do so.
In case of unsuccessful gluing of the hologram, the entire work record book may need to be replaced.
It is allowed to stick from one to six stickers in one work book. According to the letter from FSUE Goznak, it is impossible to place a larger quantity.
Holograms should be placed only in work books of a new type, where there are specially designated places for their placement.

All about the work book

Legislative acts of the Russian Federation regulate the mandatory procedure for issuing an employment form for each employee applying for a permanent job. The employer is required to fill out a work report if this is the employee’s main place of work.

Previously, workers only had to create organizations, but now individual entrepreneurs must fill out this document. The entries made must be monitored by both the HR department and the employer himself, because the process of recognizing an entry as incorrect is quite time-consuming and financially expensive.

The owner of the book must also be responsible for the information entered, but the employee is not responsible for the hologram. It is only the employer who decides whether to glue it or not.

Rules for using holograms

When using holograms in a work record book, you must follow the following rules:

Only the employer has the right to attach a hologram. This is done after completing the book form.
The hologram can only be glued to the insert or title page.
It should be placed at the location of the props that need to be protected.
The element must be in the correct position. It is important to be careful not to stick it upside down. Stickers with creases are also unacceptable.
The hologram can only be used once. Any actions performed with it after application will be clearly visible and will invalidate the work book.

How to glue a holographic sign?

Many employers, when they first see protected work books, do not understand where to put the film. There are several rules for using holograms that you need to know:

You can apply the sticker only after filling out the form;
The security mark is glued to the title page of the document. Thus, it confirms the authenticity of information about the employee and entries in the work book;
The eagle image on the sticker should not be upside down. The film must be applied carefully, avoiding the formation of folds;
It is prohibited to re-stick the sign. Incorrect application will ruin the form, so it is better to fill out a new one.

Holographic stickers in the work book should cover some important information, such as a company stamp or the signature of a manager.

Only the director of the enterprise or the person in charge has the right to glue holograms. There are no specific places for marking in the work book, but there are the most vulnerable areas that should be protected:

Serial number of the document. The sticker is glued next to the numbers, being careful not to cover them;
Sample signature of the director and owner of the book;
Date of hiring, dismissal;
Personal information about the employee.
