How is targeted training on labor protection carried out?


What does the definition of targeted instruction include?

Conducting targeted instruction on labor protection (OSH) is required in rare cases listed in clause 2.1.7 of the Procedure for training in labor safety, approved by Resolution of the Ministry of Labor No. 1/29 of January 13, 2003, as well as clause 8.10 of GOST 12.0.004-2015 . These include:

  • one-time work duties;
  • public events (clean-up work, team building at a corporate event, moving to another room or office, etc.);
  • participation in liquidation of consequences of accidents or natural disasters.

Which labor functions in the organization will be classified as one-time are determined by management. In particular, in the Labor Safety Instructions of Russian Railways, these include labor activities that are performed “... on the instructions of the manager and are not related to direct job responsibilities...” (see Instructions for labor protection in railway transport).

Sample questions to cover during targeted coaching

When conducting targeted training on labor protection, it is necessary to cover the following points:

— inventory: a list of necessary tools, requirements for them, the procedure for preparing them for work, methods for their safe use, putting them in order after completion of work; — a list of necessary clothing, shoes, PPE; — preparing the workplace for the start of work, its suspension (for lunch, if you need to leave) and completion; — the procedure for performing collective work, the area of ​​responsibility of each group member, a safe sequence of actions; — techniques for performing work safely (procedure for lifting and carrying heavy objects, correct slinging patterns, etc.), handling equipment, materials, inventory; — what to do in emergency situations, how to understand that the situation is abnormal.

The duration of targeted instruction is not regulated.

Frequency of targeted training on labor protection

Unlike other types of instruction, targeted instruction cannot be classified as regular (clause 2.1.7 of Resolution 1/29), since the labor functions immediately before which it must be carried out are more likely to be considered force majeure. But even for an employee of the Ministry of Emergency Situations, you can find something that is not part of his main duties. Describe in the labor protection instructions for each position those functions for which this type of instruction is required. Any employee who may be entrusted with performing these functions must undergo targeted training.

Who should conduct targeted training?

This type of instruction is carried out by the immediate supervisor of the planned work. It is this person who is responsible for monitoring the subsequent execution of the work, and at the end will have to accept the finished work. He knows best the safety requirements when performing these tasks.

Such a person can be the head of a department, a foreman, a foreman, an occupational safety instructor, a teacher, etc. - the main thing is that he himself has successfully completed training in the basics of occupational safety in due time, which is documented in the Log Book or other accounting documents.

Training program

Each enterprise and type of work activity requires its own targeted briefing, the procedure for conducting and completing which can be determined in industry regulations. In particular, details of such training for administrative personnel in electrical safety can be found in clause 10.9 of Order of the Ministry of Labor No. 328n dated July 24, 2013. To perform loading and unloading operations, approximate requirements for the program are listed in clause 15.5 of SanPiN 2.2.3.1384-03. If there are none, you can rely on the Initial Instruction Program given in Appendix B.2 of GOST 12.0.004-2015, and draw it up yourself, and then approve it by order of the company.

Required Documentation

Documentation of the instruction is provided in journals, individual cards, and permission slips.

  1. Instruction log. It is filled out by the responsible person. The log is kept in the HR department. It can be standard or made independently. Must be numbered, signed, stitched, certified by the manager’s signature and seal. The title page indicates the organization, personal data of the persons conducting the training, the start and completion date of its completion.

About each briefing that takes place (whether it is targeted, unscheduled, introductory, etc.), the following information (information) must be contained in the log:

  • Full name, date of birth, position held;
  • name of the department (division);
  • subject;
  • date of instruction;
  • information about the instructor (name, position);
  • required signatures.

Information must be complete and legible. All types of briefings are recorded in the log. The persons being instructed put their signatures in the same way as the person conducting it.

An appropriate protocol on testing knowledge is drawn up. It can be carried out by a commission of 3 people. Targeted occupational safety briefings can also be recorded in a separate journal.

  1. Personal cards of those being instructed (at the discretion of the organization’s management). In addition to the topic of instructions, they reflect the results of monitoring the knowledge of a particular person.
  2. Work permit (permit document).

Work permit for software work

In some cases, it is necessary to issue a work permit for which targeted instruction is carried out; the reasons for carrying out and the procedure for its registration are dictated by the increased danger of the work performed. There is no legislative act that contains a list of permit orders. But each form of work permit is approved by industry rules on occupational safety. There are permits for fire (POT RO 14000-005-98), gas hazardous (RD 34.03.201-97) and similar types of work. They list the timing, scope, composition of work performers and labor protection and safety measures that must be observed in the process.

Documentation procedure

Unlike other types of briefings, targeted briefings require a mandatory indication of the reason for conducting them. This fact is included in the necessary documentation. This includes a registration log, as well as an employee’s personal card.


Example of a personal card

Legislative bodies provide for the free maintenance of submitted documents. The only requirements that are indicated are that the magazine must be bound and have numbered sheets. The title page must have the official seal of the enterprise.

The remaining pages should contain information about the position held and the employee’s passport details. The date of the review and the reason are indicated. The signatures of each of the event participants are required.

After completing all procedures, the card and journal are returned for storage to the designated places (archive or labor protection service).

Where is the targeted training with employees recorded?

Even if a permit is issued, in which a mark indicating completion of the instruction is affixed, the company must have a separate journal. Its form is recommended in Appendix A.6 of GOST 12.0.004-2015. If you have difficulty filling it out, check out the sample.

For those cases when a work permit is not issued, column No. 5 of the journal indicates the type of work that will be performed.

The journal for this type of training, as well as the introductory briefing journal, is prepared separately, in accordance with clause 2.1.3 of the Ministry of Labor Resolution 1/29. There is an opinion expressed by the State Labor Inspectorate on the website onlineinspektsiya.rf that if you have a work permit, no entry is made in the journal. But in checklist No. 28, approved by Order of Rostrud dated November 10, 2017 No. 655, the presence or absence of such a journal is recorded.

Targeted training program

Since targeted instruction is caused by certain circumstances, its content is determined based on them. As a rule, in any case, employees should be familiarized with safe ways to perform their assigned duties. But what exactly these methods and specific labor functions will be depends on the purpose of the specific instruction. For example, if we are talking about work related to the elimination of post-fire consequences, workers must learn how to deal with fires that have not been completely extinguished, etc. When presenting, you will need specific examples of correct actions.

NOTE! It is advisable to have an internal document at the company, which will highlight the main issues that will certainly be included in the briefing, dedicated to the most common situations that theoretically can occur in this organization. It is better to approve this internal normative act by order of the manager.

The target briefing program is based on:

  • labor protection instructions for certain types of work;
  • sections of the above instructions related to safety requirements during emergency work;
  • instructions on actions that are permissible to perform only with a permit;
  • training programs for excursions and other public events.

After informing, the instructor must check the degree of assimilation of the material received by the employees. This is usually done in the form of a survey. The use of technical means is also permitted if time and situation permit. In some cases, practical testing of acquired skills is required.

If it turns out that the information is not sufficiently understood, such an employee does not have the right to start work for which he has unsatisfactorily mastered the instructions (clause 7.8 of GOST 12.0.004-90). Perhaps a repeat course will be needed - but next time.

Who is responsible for delivering the training?

All instructions, except for the introductory one, are carried out by the immediate supervisor (clause 2.1.3 of the Ministry of Labor Resolution 1/29). In the first month of employment, such a manager—responsible for conducting targeted instruction—is required to undergo labor safety training either in the company itself or in a training organization (clause 2.3.1 of Resolution 1/29). Further training must be completed every three years, which is confirmed by the Certificate (Appendix 2 of Resolution 1/29).

If the targeted training at the workplace is carried out not by the manager, but, for example, by an occupational safety specialist, then such training is considered not carried out (Decision of the Supreme Court of the Udmurt Republic dated August 15, 2018 No. 7-292/2018). In more dire circumstances, for example, in the event of an accident at work, the company will pay not only for the treatment of the employee, but also for serious moral damages (Definition of the Samara OS dated December 25, 2018 No. 33-15222/2018).

Targeted briefing on labor protection is a type of informing employees about safety rules in special, specially provided cases. It is not related to regular scheduled briefings.

Conducting targeted training means that the enterprise requires actions that do not fall within the scope of normal ordinary working conditions, and workers must be familiarized with the rules of safe operation in this non-standard situation. Another similar case may be the involvement of an employee of a different specialization in a certain type of work - naturally, he may not be familiar with the specifics of labor protection in a “foreign” area. And, finally, if persons who are not its employees enter the enterprise en masse for a legally permitted purpose, for example, on an excursion, they will not be able to remain on the territory without receiving the necessary minimum instructions on their safe behavior.

So, targeted instruction is required if :

  • it is required to perform not ordinary, but one-time, single work;
  • the work does not include the employee’s usual duties, but is assigned one-time (for example, unloading, cleaning, actions outside the company’s territory, etc.);
  • it is necessary to direct forces to eliminate the consequences of emergencies, accidents, disasters, cataclysms, etc.;
  • you cannot start work without permits (for example, a work permit);
  • there is a mass event taking place in the organization with the participation of employees: a competition, a corporate holiday, a hike, etc.;
  • people came to the enterprise en masse for a specific purpose, for example, on an excursion, open day, etc.

Who conducts it and for what purpose?

Targeted training must be carried out in the following cases:

Reasons for conducting training

  • assigning an employee a task that is not related to his direct responsibilities at the enterprise;
  • sending employees to eliminate the consequences of a natural disaster or accident;
  • issuing a permit;
  • organizing excursions and other public events with the participation of schoolchildren and students.

The list of activities associated with high danger and subject to performance according to the work permit must be approved by the management of the enterprise.

A work permit is a production task drawn up on a standard form. The document indicates the type, time and place of the task, the composition of the team, and the list of persons responsible for safety.

The immediate supervisor of the work (foreman, foreman, shop manager) is responsible for instructing. Previously, he undergoes training in labor protection and confirms his knowledge.

How to fill out the occupational safety log correctly?

The log should be used not only for targeted training, but also for primary training, which is carried out with each employee during his hiring, repeated and unscheduled.

When filling out, indicate in order:

  1. Serial number of the record.
  2. The date of the training.
  3. Last name, first name and patronymic of the instructed employee or specialist.
  4. The position of the employee with whom an explanatory conversation is being held.
  5. Name of the briefing.
  6. The reason why it is necessary to have a conversation with employees of the enterprise or organization.
  7. Instructor's last name and initials.
  8. Next, all members of the work team put the date and signatures.
  9. The last person to sign is the instructor himself and indicates the date of the knowledge test.

Writing in abbreviations in the magazine is prohibited; all words must be written in full. A date indicating the day, month and year is placed opposite each surname when the team signs.

It is necessary to enter both the number and the name of the instruction in the journal. You can't miss one thing.

It is not allowed to make corrections to the journal using an eraser or correction fluid. It is better to put the error in parentheses and indicate the correct option at the top.

Purpose of targeted briefing on labor protection

What is an unscheduled briefing?

If there is a need for this event at the enterprise, the employer issues a decree (or order) indicating the employees who need to undergo it, the reasons for its implementation, the program and the persons responsible for providing explanatory information.

Unscheduled briefing is carried out in the following cases:

  1. New regulations and instructions in the field of labor protection were developed.
  2. If it is necessary to modernize or replace old equipment with new, more up-to-date equipment.
  3. When it is necessary to replace old technological processes with new ones.
  4. During identified violations of labor protection requirements by employees or specialists.
  5. If a person had a long break from work, for example, for health reasons. If this is a hazardous production, then instruction is carried out after a break of 30 days or more. In other cases, it is at the discretion of the employer.
  6. By decision of management or an authorized occupational safety specialist.

Targeted and unscheduled briefings are similar in that they are carried out one-time, but they differ in that unscheduled briefings can also concern individual employees, while targeted ones are always aimed at a group of people.

How to apply

Records of employees undergoing training are recorded in the Training Logbook or in a personal card. It is allowed to duplicate information in both documents. The recommended sample form for a personal card and journal is specified in GOST 12.0.004-90 (Appendix 2, 6) . When issuing an admission order, you can put a mark on the form that the admitted persons have completed training.


Briefing logIf necessary,
it is allowed to create a separate journal of targeted briefing. It must contain the following information:

  • date of the event;
  • information about the employee (full name, year of birth, position);
  • type of work;
  • information about the person instructing (full name, position);
  • signatures of the instructor and the instructee.

The log sheets must be numbered, stitched, and the document must be sealed and signed by the head of the structural unit and the head of the organization. Shelf life – 10 years .
