The track record of anti-freeze dealers does not end there. To increase sales, “entrepreneurs” try to position themselves on the busiest sections of roads with heavy traffic, near major junctions and along highways, where it is difficult to find alternative options for purchasing “anti-freeze” products. Wanting to buy “blue liquid”, motorists slow down on the side of the road, which creates significant difficulties and hindrances for other road users.

“Mobile points, as a rule, are located close to the roadway, which creates an additional threat of accidents,” says Andrey Mukhortikov, deputy head of the Probok.net expert and analytical center.

Leonid Olshansky, vice-president of the Russian Motorists Movement, agrees with this opinion. According to him, sellers of illegal “anti-freeze” install their points wherever they want, thereby becoming an indirect cause of accidents.

Sellers of homemade washer fluid put the lives of motorists at risk not only on the road. Often their products, made from low-quality and prohibited chemicals, can cause serious harm to health, which is difficult to notice immediately.

Thus, “roadside entrepreneurs” evade taxes, distribute products of poor quality, and violate sanitary and legislative standards. The suppression of unauthorized trade lies within the jurisdiction of the police. Control over compliance with the legislation on business activities is entrusted to the Department for Combating Economic Crimes (OBEP).

According to Valuev, it is almost impossible to bring such “businessmen” to criminal liability, since this requires proving serious damage or a large amount of their income from such activities - at least 1.5 million rubles (Article 171 of the Criminal Code of the Russian Federation). Single raids are clearly not enough for this.

When it comes to statements from citizens who suffered when purchasing an “anti-freeze” of inadequate quality, it becomes even more difficult to find the point and prove the seller’s guilt. Mobile “shops” are constantly migrating, and it is not always possible to find them in the same place. In addition, there are leaks of operational information, thanks to which illegal sellers manage to “disappear” before law enforcement officers arrive.

It turns out that the fight against the illegal sale of “anti-freeze” is being carried out, but in practice it turns out to be ineffective, and its results are questionable. This is eloquently evidenced by the numerous sales points conveniently located on the side of the capital's roads.

According to Olshansky, there is another reason for the lack of noticeable results.

“The number of employees of the Ministry of Internal Affairs has decreased significantly. At the same time, we must not forget that the basis of their activity is work on criminal cases. Unauthorized sale of antifreeze, in the case of a primary violation, is an administrative matter that takes a lot of time, and ultimately does not bring any significant penalties to the violators. I think the problem here is, among other things, a lack of people and imperfect legislation,” the expert believes.

The traffic police won't help

Possible assistance from traffic police officers seems to be an obvious tool for combating unauthorized points of sale of “anti-freeze” along the roads. However, they are excluded from the process of identifying and suppressing the activities of illegal traders.

“The State Road Safety Inspectorate is not empowered to initiate cases of administrative offenses on facts of illegal trade. Consequently, employees of the State Traffic Inspectorate do not have the right to conduct inspections on this issue,” said the State Traffic Safety Inspectorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region.

The department found it difficult to assess the impact of “curb” trade on road safety and highway capacity, informing RIAMO that the State Traffic Inspectorate does not provide for maintaining statistical records on this issue.

According to experts, assistance from the traffic police could significantly increase the effectiveness of the fight against illegal sellers of anti-freeze products, but the possibility of providing it seems doubtful to specialists.

“It would be logical to involve traffic police officers in the fight against the illegal sale of anti-freeze products, because this phenomenon directly threatens road safety. However, given the latest staff reductions in law enforcement agencies, I don’t think this idea will be easy to implement,” Mukhortikov said.

The last hope is conscious drivers

Experts see the activities of motorists with an active civic position as one of the possible tools for clearing roadsides from sellers of “blue liquid”.

Valuev also shares a similar opinion. When buying washer fluid at illegal points of sale, drivers rarely think about what origin it has and whether its sale is within the legal framework. “Not all drivers are against such sales of products. Many people find it convenient to be able to purchase “anti-freeze” while driving.
