We waited until the last minute to record the video. On June 25, it became known that money had been allocated for this program, by the way, it was 20 billion rubles and, according to preliminary information, they were supposed to start distributing it on July 15 .

Without waiting for the official document, we recorded a video this weekend, warning our viewers that this is preliminary information and they should definitely follow the news on this topic. And when the video was already being uploaded to the channel, we discovered that the long-awaited Resolution had appeared on the Government website. Ehh... What is the holiday in honor of?

The time is just around the corner when restaurants, fitness clubs and other organizations that we have all missed for a long time will begin to operate throughout the country. But in order for these organizations to emerge from the state of quarantine, they need to prepare - purchase antiseptics, put marks on the floor to ensure that visitors maintain social distance, provide staff with personal protective equipment, and so on. This requires money. Where can you get them if you haven’t worked for three months? Considering that this article is called “The state is giving away money for antiseptics ,” the correct answer is not difficult to find. Yes, the new subsidy is designed to compensate entrepreneurs for the costs of preventing the spread of coronavirus.

The subsidy is provided on a one-time basis free of charge in order to partially compensate for the costs of subsidy recipients associated with the implementation of measures to prevent the new coronavirus infection in 2020.

Where to begin?

To receive a subsidy, you will have to spend a lot of time going through bureaucratic authorities. The most important thing is to objectively assess your capabilities and set realistic goals. To obtain unemployed status, you will need the following documents:

Next, there is another important stage ahead - the protection of the business plan. It resembles an exam at school or university. The effectiveness of your project will be assessed by a special commission. If an entrepreneur knows exactly how to make money during the crisis in 2020, his business plan will look realistic and will most likely convince the commission members that there will be no problems with its implementation.

After defense, you can write an application for financial assistance. It should be accompanied by a business plan and all necessary documents. If the commission approves the project, you will be informed that you need to sign an agreement. Next, you can register as an individual entrepreneur or a legal entity. The last stage is the presentation of documents on state registration to the employment center. They must be accompanied by receipts for payment of duties. After this, 58.8 thousand rubles will be credited to your bank account. Do not forget that this money can only be spent for its intended purpose. Of course, this amount is not enough to open a business, but it will be a reliable help for any aspiring businessman.

How much money will they give?

The subsidy consists of two parts, which will be paid simultaneously. The first part is fixed - 15,000 rubles. This is compensation for the costs of refurbishment of premises (marks on the floor, antiseptic at the entrance, etc.). The second part depends on the number of employees; for each employee they will pay 6,500 rubles . This amount should compensate for a month’s supply of personal protective equipment for a specific employee.

And if you think that officials took the amount of the subsidy out of the blue, then you clearly have not read the explanatory note to the draft of this Resolution. It contains tables with detailed calculations of what this money can buy.

Who will the money be given to?

The subsidy is provided to organizations and individual entrepreneurs included in the register of small and medium-sized enterprises, as well as some socially oriented NPOs.

Let's start with the general requirements for everyone who is going to apply for this money:

  1. You must not be in a state of liquidation, no decision on impending liquidation must have been made, and no bankruptcy procedure has been introduced. In general, nothing prevents you from working .
  2. The total tax debt should not exceed 3,000 rubles . The principle for determining debt is similar to the principle used in the rules for providing a subsidy for wages. All overpayments for taxes are subtracted from the total amount of debts for all taxes, and the resulting amount should not exceed 3,000. The calculations take into account information about the repayment of debts that the tax office has at the time of filing the application. Those. Before sending this application, you can pay off your debts and nothing will prevent you from receiving the money. As of June 1, 2020, the recipient of the subsidy does not have any arrears in taxes and insurance contributions, in total (taking into account the existing overpayment of taxes and insurance contributions) exceeding 3,000 rubles (when calculating the amount of arrears, information on its repayment available from the tax authority is used on the date of application).

Now let's talk about the requirements for commercial organizations and individual entrepreneurs.

  1. You must be included in the register of small and medium-sized enterprises as of June 10, 2020.
  2. Your main OKVED must be on the list of activities approved in the same Resolution. And here is the most interesting thing - the main OKVED looks as of June 10 . So if, after the start of the announcement of benefits for the affected industries, you changed your OKVED code and managed to do so before June 10, then you can receive a subsidy.   3. For representatives of the tourism industry who did not find their main OKVED in the list above, there is a slight relaxation. If you are on the unified list of classified hotels, ski slopes, and beaches as of June 10, then you will be able to receive a subsidy. For hotels there is an additional restriction - the number of rooms should not exceed 100 rooms.

The requirements for socially oriented non-profit organizations are as follows:

  1. An NPO must be a private educational organization carrying out educational activities as its main activity and must be included in the register of NPOs most affected by the coronavirus.
  2. Or the NPO must be a provider of social services in accordance with the Federal Law “On the Fundamentals of Social Services for Citizens in the Russian Federation” and must be included in the register of socially oriented non-profit organizations in accordance with Decree of the Government of the Russian Federation of June 23, 2020 N 906 “On the register of social oriented non-profit organizations" as of July 1, 2020.

What is a social contract? A social contract is an agreement between a citizen and the state; within the framework of this agreement, the state provides the citizen with social assistance in the form of monthly payments, and in exchange for this, the citizen undertakes to fulfill the target condition of the contract, depending on the goal - to undergo retraining and quit to work, get an education and go to work, open your own business - individual entrepreneur (individual entrepreneurship). What is the purpose of such a social contract with the state? The purpose of such a contract is not to support a person at the expense of the state, but to help a person realize his capabilities so that the citizen can provide for himself in the future. For example, a citizen was left without work. There are no jobs in his specialty, or they are difficult to find. But there are other vacancies, but the citizen does not have the appropriate specialized education for employment in another job different from his specialty. In this case, it is possible to conclude a social contract with the state; the state undertakes to pay for such retraining for the citizen, and the citizen, in turn, after completing the retraining, undertakes to get a job in a new specialty. Also, for example, a citizen is unemployed, but has a good idea for organizing his own business, small business. Where can I get funds to start my own business? A social contract will help you receive such funds from the state to organize your own business. A citizen enters into a corresponding contract with the state, receives payments under it, and with this money organizes his own business, pays for consumables, rent, pays taxes, etc. Thus, the state helps a person open his own business if the citizen does not have his own funds for this, but wants to do it. In other words, the purpose of such a social contract is not simply to support those who are low-income at the expense of the state, but to help such people become self-sufficient. Help them find a good job, get a new profession or start their own business. Who has the right to conclude such a contract with the state Any citizen of the Russian Federation whose income level, for reasons beyond his control, is below the subsistence level of the region where the citizen lives. What is the size of payments and how long are payments made under the social contract? The amount of payments under the social contract is determined individually and depends on the goals that are specified in the contract. For example, the payment cannot be the same for the purposes of the contract - training and employment and starting a business. Such payments will be completely different and will be established individually by social security authorities when concluding such a contract with a citizen. The duration of such a social contract, again, depends on its purpose specified in the contract by the citizen, and ranges from 3 months to 1 year, with the possibility of extension. In which regions of the Russian Federation can a social contract be concluded? To date, the program is valid only in 21 regions of the Russian Federation, but starting from 2021 to 2022, i.e. Over the next year, such a program will operate in all regions of the Russian Federation. Today, the social contract operates in the following regions: the Republics of Altai, Bashkortostan, Komi, Mari El, Mordovia, Tatarstan, Tyva, Kabardino-Balkarian, Udmurt, Chuvash; Altai, Perm and Primorsky territories, Vologda, Ivanovo, Kurgan, Lipetsk, Nizhny Novgorod, Novgorod, Saratov and Tomsk regions. Starting in 2021, the program will begin to spread across all regions of the Russian Federation. For these purposes, funds have already been allocated to the federal budget to subsidize absolutely all regions of the Russian Federation within the framework of social contracts for 2021-2022. Where else can you spend funds within the framework of the social contract? Recently, changes were made to the program, thanks to which the possibilities for using social contract funds have expanded. Now, if necessary, they can be used to solve current problems, for example, to purchase clothes, shoes and school supplies for children,” explains the State Duma. Subjects of the Russian Federation may provide additional parameters for obtaining and using a contract. For example, in some regions, funds received under a social contract can be used to pay off housing and communal services debts. What sanctions await a citizen for failure to comply with the terms of the contract? Funds should be used only for activities related to the fulfillment of obligations under the social contract. To confirm the intended use of funds received under a social contract, sales and cash receipts, a purchase and sale agreement, receipts, etc. are provided. If the citizen does not fulfill the terms of the contract, which, we recall, depends on the purpose that the citizen himself chooses and indicates in the contract, the social contract between the state and the citizen is broken, and funds are no longer paid. In addition, if, as part of a social contract, the state helped a person open his own business, but the citizen did not do this, receiving payments for this purpose, then these funds will have to be returned to the state. Where to sign up for a social contract If your region already has a social contract program, then today you can contact the social welfare service or the MFC at your place of residence. If your region is not on the list above, then this can be done in 2021, when the program begins to spread to other regions of the Russian Federation. To receive a subsidy, you need to send an application for a subsidy, the form of which is attached to the Resolution, to your tax office in any convenient way (through your personal account, TKS or by mail) during the period from July 15 to August 15 (inclusive). This application is very similar to the application for receiving a wage subsidy, in it you also only need to express a desire to receive money from the state and write where to transfer it. The tax office will do the rest itself. There are no restrictions on the use of personal bank cards by individual entrepreneurs in the Resolution, but it is better not to risk it and indicate a commercial account.

Who will not receive money?

Even if you have an impeccable business plan and a very promising idea, money for starting a business may not be given. Anything can play a fatal role - your uncertainty, bad mood or the prejudices of officials. But there are also legal grounds for refusal. If you are not a citizen of the Russian Federation, you don’t even have to try to get this subsidy. State assistance for starting a business is not available to entrepreneurs who plan to work in the following areas:

  1. Alcoholic drinks and tobacco products.
  2. You will be refused if the business plan is written for a company that will work in the field of real estate or finance.
  3. State assistance is not available to those who rent out equipment without a specialist who knows how to operate it.
  4. Entrepreneurs who work in the rental industry are not entitled to subsidies.
  5. Public associations will also not receive money from the state.

If the commission decides to allocate the required amount, then everything will go much easier. Employment service employees will provide assistance in preparing all documents for registering individual entrepreneurs with the tax office and other institutions. The subsidy covers all organizational costs.

But it’s worth considering one interesting nuance in advance. First you spend your personal funds. They will reimburse you, but only after presenting all receipts.

Money to open a business will be credited to your account only after all documents have been finalized. Directly from the state, a start-up entrepreneur receives an amount equal to 12 monthly unemployment benefits. But there may still be additional help - it is provided by regional centers. This amount depends on local circumstances.

There is no need to return this money. The developers of this project say that this money would still be spent as unemployment benefits, but gradually. And if a new business is created, they will even return to the budget in the form of taxes. Here lies the secret of such amazing generosity. The state invests these funds in future taxes that the new business will bring to it. This is more profitable than maintaining an unemployed person for 12 months, who may never find a job. It is worth noting that this is a mutually beneficial transaction.

The money received can be spent only on those expense items that are indicated in the business plan. You will be checked very carefully, and all receipts for expenses must be submitted to the employment service. If you do not do this, all assistance will have to be returned.

Carefully read the agreement that you will enter into during the process of completing documents to receive this benefit. It states that verification of the intended use of funds received is carried out over a period of 3 months. Next, you give quarterly reports on the progress of affairs at the established enterprise and the expenditure of the money received. If the commission catches you misusing financial assistance, it may require you to return it within ten days.

Bottom line

Compared to the draft Resolution, the final document, in our opinion, turned out to be a little more accurate. Among the main differences, it is worth noting the purpose of paying the subsidy - in the draft it was more vague and according to the wording it was assumed that the money could be spent on anything, including disinfectants, in the final version the subsidy has a strict purpose, the implementation of which is even planned to be monitored (by the way, the thirteenth point that there will be supervision was also not in the draft).

The next important difference is the date on which the main activity of those falling under this subsidy will be considered. In the project, the relevance of OKVED was checked on March 1, but in the end it was changed to June 10. Nice.
