Elements of the admission certificate
Filling out is done both electronically and printed, by hand. The main thing is that the text can be read, there are no corrections or significant blots. The header, which invariably accompanies all official documents of this kind, must include the dates of completion and signing (if they are different, then the second one is indicated at the top as the main one), the city and the full name of the operating production facility.
After the introductory part, the main part begins. It must contain the following information:
- Full name and position of the developer or technical customer (if we are talking not about construction, but about installation of any equipment).
- Full name and position of the employer's representative.
- Production facility, if any – a specific territory or site for construction and installation work.
- Coordinates of the described area. This column may contain the name of the axes and the number of the drawing to which these marks correspond.
- Specific start date and completion date of construction and installation work. Needed for issuing passes for staff and other fundamentally important aspects of cooperation between counterparties.
- What measures must be taken before work begins? The actions and processes that are related to the implementation of safety precautions are described, as well as all preparatory procedures: connecting electrical equipment, etc.
The last paragraph of the admission certificate is described in the form of a table, since it can contain a significant number of points. The table has only three columns: the name of the event, its due date, and the performer.
For what purpose is it formed?
The document contains a lot of information about what the work will look like and to what extent, how training is carried out and all necessary measures are taken to ensure the safety of workers during their stay at the site.
Rules for excavation work
A document is being generated for:
- construction and installation works - the document makes it possible for the employer and contractor to come to a consensus and resolve all controversial issues regarding how who will act. It is necessary to allow workers to enter the construction zone to fulfill their obligations;
- work with electrical installations - the document prescribes the measures taken to ensure that the work of specialists is safe. It comes in addition to the electricity metering log;
- work at height - a document is drawn up to provide the worker with all the necessary equipment to ensure that his work is safe;
- working enterprise - the document contains all aspects of cooperation and descriptions of safety measures.
Important! In general, an admission certificate is a document that must be present at hazardous facilities.
Number of copies
Usually we are talking about two copies: each party must have one signed original of the admission certificate. But if the construction site is subject to the Instructions for the performance of high-risk work (and these will accompany the construction and installation work performed by a specific team), then, in addition to the two main ones, it will be necessary to sign a third copy of the act. It is submitted to the labor protection inspectorate. And it is necessary to refer to Instruction RD 34.03.284-96.
The legislative framework
The approval certificate is presented in the Rules on labor protection in construction dated July 1, 2020 by the Ministry of Labor of the Russian Federation. This is order No. 336. In cases where the customer violates the prescribed obligations and the contractor receives serious injuries during the production process, administrative and criminal sanctions apply in accordance with the relevant Russian codes.
Certificate of admission legislative framework
In legal practice, the following standards are used to resolve controversial issues related to the act of admission and the consequences of failure to fulfill the obligations of the parties: Labor Code of the Russian Federation, Federal Law No. 125 “On Compulsory Insurance...”, “Technical Regulations on the Safety of Buildings” No. 384, Federal Law No. 426 “On special assessment of labor”, Federal Law No. 116 “On industrial safety of hazardous objects”, Federal Law No. 123 “Technical regulations on fire safety requirements”, Constitution of the Russian Federation.
In general, an admission certificate is a document without which it is impossible to imagine a safe work process at an enterprise or a facility under construction. It is designed to guarantee the safety of workers at the construction site and resolve disputes between the employer and the contractor regarding the area of responsibility and types of work performed.
Distribution of Responsibility
When drawing up this document, it is assumed that there is a construction project owned by one legal entity. And this organization enters into a cooperation agreement with another legal entity. At the same time, with regard to compliance with occupational safety and health regulations: the contracting organization bears all responsibility for the safety of the life and health of its employees.
Thus, the employee of the contracting organization must be responsible for carrying out the activities described in the table of the act. It is advisable to appoint a separate employee responsible for compliance with labor safety standards and regulations.
Contents of the document
The admission act must satisfy the interests of both parties and follow the requirements of regulatory documents . When compiling, it is necessary to describe in detail the following points:
- Information about the interested parties signing the document: positions, surnames, first names, patronymics.
- Scope of work. At the time of signing, the customer must accurately determine the location, area, and nature of the work. If the location is determined by geographic coordinates, a map of the area with all the necessary marks must be attached to the act.
- Detailed list of works. The list is compiled in accordance with the overall task. If any item requires special attention, this must be noted. The person responsible for the work and its quality must be indicated.
- Deadlines. The approval certificate specifies the time frame for completing the work. It is recommended to indicate deadlines, for violation of which claims may be brought against the contractor.
- Safety precautions. The conditions under which contractors will work are specified in the act. If they are considered dangerous, it is necessary to indicate measures to reduce the risk - briefings, trainings, drills. All workers involved in the work must be familiarized with each item against signature.
- Signatures. The document is signed by responsible representatives of the organizations concluding the agreement.
Reference! The admission certificate is drawn up in 2 copies, each of which is signed by both parties. If work is to be performed in conditions of increased danger, 3 copies of the document are drawn up and signed.
Requirements for employees
Construction and installation work implies the following:
- Each employee of the contracting company must obtain permission to perform this type of work.
- Employees must undergo preliminary and periodic medical examinations, and they must have documents confirming this fact.
- Employees were trained and instructed on labor protection.
- Everyone performing construction and installation work is adequately provided with personal protective equipment.
- Personal protective equipment is used correctly and the agreed standards and rules are observed.
If any of these are not followed, the contractor's employee is responsible for the non-compliance.
Procedure for filling out and signing
The act is signed by representatives of both parties - the customer and the contractor. The form and text of the document is determined by one of the parties by agreement. The second, after studying the content, confirms her consent with a signature.
As a rule, the content of the act is formed by the receiving party . This is natural, since it is the customer who draws up the list of upcoming work and is familiar with the specifics of production in detail. In turn, contractors, taking into account their specifics, supplement the list of conditions for performing work.
Attention! The document can be completed entirely electronically or the form can be filled out by hand. All data entered in handwriting must be easy to read, without crossing out or corrections.
What applies to areas of hazardous production factors?
In order for the contractor's employees to enter these extremely dangerous areas, a permit is drawn up. According to 4.9 SNiP 03/12/2011 it will be relevant if:
- Construction and installation work will be carried out next to non-insulated live parts of electrical installations.
- If employees will perform their duties near unguarded height differences of 1.3 m or more.
- If the maximum permissible concentrations of substances harmful and hazardous to health are likely to be exceeded in the work area.
The dimensions of these places are specified in Appendix D of this SNiP. In any case, the approval certificate for construction and installation work is a fundamentally important and necessary document when engaging a contractor.
Labor protection in construction
The Ministry of Labor and Social Protection of Russia, by its Order No. 336n dated June 1, 2015, developed and put into circulation Rules for occupational safety in construction.
The specified document is generally binding for execution by all entities engaged in:
- New construction;
- reconstruction;
- extension;
- current or major repairs;
- rearmament.
The above Rules describe in some detail the measures and actions that an employer must take to most fully ensure safe conditions for the performance of official duties by its employees.
For example, all labor protection and safety measures must be reflected in the following sections of project documentation for construction or reconstruction:
- construction organization project (COP);
- work execution project (WPP).
Moreover, clause 16 of the Construction Safety Rules provides for the need to prepare an approval certificate for construction and installation work on the territory of an existing production facility. This document is drawn up before the start of construction and installation works at a functioning enterprise.
The Rules mentioned above do not provide for the obligation to draw up other similar forms.
It should be noted that on the territory of the Russian Federation, Resolution of the State Construction Committee of Russia dated July 23, 2001 N 80 has not yet been canceled or terminated. This administrative document introduced SNiP 12-03-2001 into circulation.
Clause 4.6 of the above norms and rules also provides for the need to draw up an approval certificate for construction and installation work. The official form is provided in Appendix B.
By Decree of the State Construction Committee dated September 17, 2002 N 123, SNiP 12-04-2002 was introduced into circulation, which is the second part of the labor safety system in construction. Clause 3.5 of this document directly states that construction and installation work is possible only with the mandatory implementation of occupational safety and health measures listed in the relevant approval certificate.
Such necessary actions must take into account the labor protection system set out in the PIC and PPR for the construction site.
Sample of filling out a work permit for high-altitude work
The permission form contains a lot of different information. It must be filled out in two copies - both are transferred to the head of the production process (subparagraph E of paragraph 28 of order No. 155n). Another copy may be needed for the customer of the services.
Let's figure out how to fill out the document.
On the first page enter information about:
- the name of the organization and division (if such a division exists) that is to perform the task;
- validity period of the permit;
- persons who organize the process and direct performers;
- place of execution, content and conditions of their production;
- possible risks;
- daily shift start and end.
The person in charge also indicates which security systems are used. It is advisable to indicate the full names of the systems without abbreviations, so that there are no disputes and quibbles on the part of the inspection authorities.
After listing the security systems in paragraph 1, you need to specify what materials and tools are needed to complete the tasks. Paragraphs 2 and 3 of the document are intended to list the activities planned before and during the brigade's activities. The last section indicates special conditions, if any. All this data is confirmed by the signature of the responsible person.
Sections 5, 6, 7, 10 and partially 8 are filled out by the production process manager. Information about the briefings carried out, the preparation of places, information about replacements made in the team is reflected here.
Clause 9 is completed if there is a need to coordinate tasks and the procedure for their execution with another organization.
The very last section (clause 11) is completed upon completion of all activities. The actual closure of the permit is carried out by two persons: the manager of the work and the person who issued the permit to carry out the work.

Firstly, it spells out all the actions that the contractor must perform. Secondly, it serves as a guideline for determining the responsibility of the parties in case of violation of the terms of the agreement.
Required terms
The admission certificate is a document that is important for regulating legal relations between the customer and the contractor.
It is drawn up in writing and signed by representatives of the parties. This act is not an independent document, but an accompanying document.
According to this agreement, the contractor must perform some work at the customer’s direction and transfer its result, and the customer must receive this result and pay a certain amount for it.
Some types of this agreement are regulated by special rules of the Civil Code of the Russian Federation.
For what purpose is it formed?
The certificate of approval for the production of work contains all the key conditions that are taken into account when they are carried out at the customer’s site.
It defines a complete list of those actions that are carried out by contractors and the deadlines for their implementation. In this way, the parties stipulate all the most important conditions for the execution of work.
Thanks to the admission act, many controversial situations are resolved. It allows you to differentiate between the parties if the terms of the agreement are violated.
The act also serves as documentary evidence in court resolution of a dispute. In addition, it is there that all the measures that serve to ensure production safety are prescribed.
They are indicated in the form of a table. It defines the deadlines for each activity, as well as the persons responsible for their implementation. It should be noted that these actions are performed before the work itself begins.
Current standards
The legislation does not contain such a concept as “act of admission to work”, but it is found in industry regulations.
It is in paragraph 16 of these rules that before construction operations begin at a production facility, the manager must create an approval certificate for construction and installation work.
Moreover, these rules contain the form of this document (Appendix No. 1).
The same order states that the manager of a production facility must ensure the implementation of labor protection measures, as well as monitor the implementation of individual actions by participants in construction production.
These rules also contain another concept of “permission order”. These documents have a number of identical characteristics, but there are significant differences between them.
In accordance with clause 20 of these Rules, a work permit is granted when performed in areas where there are hazardous production factors.
Moreover, it is important to clarify that their education should not be a consequence of the nature of the work itself. The concept of work permit can also be found in other regulations.
As a rule, the act is signed by the following persons:
The form of work permit for construction work, work at height and with electrical installations is also determined at the subordinate level - by orders of the Ministry of Labor and Social Protection of the Russian Federation No. 155n, 328n, 336n.
Compliance with the form approved at the federal level will allow this document to be used to confirm legally significant facts.
Registration procedure
In order for a document to be recognized as legal, it is necessary to indicate the following information:

Construction and installation works
In paragraph 16 of the order of the Ministry of Labor and Social Protection of the Russian Federation No. 336n of 2020. It has been determined that the permit for construction and installation work must be completed before the start of construction.
Appendix No. 1 to the Rules provides the form of such a document. The act specifies information about the work, deadlines for its completion, safety measures, etc.
It allows you to resolve conflict situations between the parties in case of violation of the terms of the agreement. In addition, with its help you can avoid them.
It happens that the customer and the contractor do not understand each other. The act allows you to fully reflect on paper all the key information.
Such a visual document resolves many issues in the process of interaction between the contractor and the customer. The act of approval must be distinguished from the work permit.
The latter is transferred when the work is carried out in areas where hazardous factors operate that do not arise due to the specifics of the work performed.
In electrical installations
Order of the Ministry of Labor and Social Protection of the Russian Federation N 328n approved the form of work permit for working in existing electrical installations. This activity is associated with increased danger, therefore an admission certificate is not issued.
Appendix No. 7 to this order contains the permit form. It should reflect the following information:

Labor safety rules when working at height have been approved. Clause 21 of this document states that before the start of work, the manager must issue a work permit.
When working at height, a permit is not issued, but a work order is filled out. This is due to the same reasons that we discussed earlier in relation to working with electrical installations.
You can work without a work permit only in non-standard situations. For example, when eliminating the consequences of an accident or in order to prevent it, as well as if there is a threat to the lives of workers.
The permit contains the following information:
- localization of work;
- a list of actions performed by the contractor;
- conditions for the implementation of work;
- moment of start and end;
- composition of the team that is allowed to perform the work;
- persons who are responsible for the actions performed.
If on the territory of an existing enterprise
When carrying out work on the territory of an existing enterprise, the same rules apply as we discussed earlier.
In accordance with paragraph 17 of order No. 336n of 2020. When issuing an admission certificate for work on the territory of the organization, the employer must, together with each legal entity and individual involved under the contract:

So, when filling out the permit, you must adhere to the following rules:
- make notes legibly;
- You cannot write in pencil or make corrections;
- dates are indicated as day, month and last two digits of the year;
- if there are not enough rows in the table, then you can attach an additional form (this is indicated on the main form).
These rules apply both to the certificate of approval for construction and installation work, and when issuing a work permit for work at heights.
It should be noted that those samples given in the orders discussed earlier are only recommended. The parties may draw up an admission certificate at their own discretion.
However, one should focus precisely on those models that the legislator has developed. They fully contain all the necessary information.
For example, the certificate of approval for construction and installation work must contain information about the representatives of the parties, a list of works, measures to ensure their safety, individual characteristics of the production facility, the time of start and completion of work, as well as the signatures of the parties.
In conclusion, I would like to note that the legislator has determined the main actions that must be taken by employers, work managers, customers and contractors to ensure the safety of workers.
Their implementation allows you to avoid unfavorable situations (accidents, accidents).
In addition, the act of admission and work permit also regulate civil relations between the customer and the contractor, helping to resolve controversial situations in case of violation of the terms of the agreement.
Today, legal acts on labor protection include many associated with increased danger. All of them imply a high risk of various types of industrial accidents that pose a threat to the life and health of workers.
Development of procedures for carrying out high-risk work
may differ significantly from enterprise to enterprise for the reason that each of them has its own individual specifics. Certificate of admission
is drawn up in the case when the customer personally transfers the territory to the responsibility of the subcontractor. The latter, according to the access act, undertakes to carry out the required amount of work on the allocated area within the prescribed period.
According to SNiP 12-03-2001 “”, when starting work, the legal entity responsible for the work (subcontractor) on the customer’s territory undertakes:
- Comply with labor protection legislation, fulfill all established requirements for planning and implementing safe work;
- Compile and approve a document containing a list of hazardous types of work to be performed at the site designated by the customer.

and how does it differ from
an admission certificate?
Both documents are consonant and they highlight the basic principles and provisions aimed at preventing emergency situations, as well as everything that an employee should and should not know and do in order to ensure his personal safety and the safety of others.
In the case of a work permit, hazardous work may not necessarily be carried out on the customer’s premises. This document allows you to legally carry out planned work in the area of hazardous production factors that may arise regardless of the nature of the work performed.
Registration of work permit
is carried out immediately before the execution of planned work, by an authorized official of the organization. In form, this paper is a written order, which necessarily includes the names and surnames of the persons participating in the work, the place and time of the work, as well as issues relating to the organization of safety in the workplace. The document is valid for a certain time, which depends on the nature of the activity being carried out. If necessary, the validity period of the document can be extended. The person issuing the permit has the right to extend the validity period of the permit in accordance with the established legislation. The work permit is drawn up in two copies, one of which is given to the person responsible for the performance of the work specified in the document. The second copy remains with the person issuing it. The issuance, renewal, return, as well as other manipulations with such documents are recorded in special logs of permit orders. In addition to having the organization's seal and accurate page numbering, the journal must be well bound, and all entries must be kept in accordance with the established order. The log storage period is 6 months from the date of the last entry.
The Center for Labor Safety and Legal Information provides services for the development of all necessary documentation on labor protection for a construction project of any complexity, the list of documentation includes:
- List of high-risk work carried out as part of construction and installation work at the construction site;
- The procedure for carrying out high-risk work, including forms of an approval certificate, an approval order, and a logbook of approval orders;
- Labor protection instructions for the types of work performed and professions;
- Occupational safety training programs, magazines and orders on health and safety;
- Standards for issuing PPE;
- Lists for mandatory medical examinations of employees;
- Training and obtaining certificates of the established form for managers and responsible persons.
The domestic labor protection (OHS) system covers all areas of economic activity of enterprises. The construction of buildings, structures and other objects is no exception. The Russian legislator has developed a set of measures for occupational safety in this industry, among which a special place is occupied by the certificate of approval for construction and installation work.
Who can issue a permit?
The permit is issued by an employee with the third group of clearance for work safety at height - a person who is the most experienced and qualified and authorized to draw up a work order by order of the employer. He can also be responsible for the execution of tasks and be part of the team.
According to paragraph 28 of Order No. 155n, officials who issue permits must:
- approve the measures necessary to ensure safety;
- appoint a responsible manager and a responsible executor;
- determine how many permits need to be issued;
- specify in them the locations of production, a specific list of tasks, and the equipment used;
- issue the production process manager two copies of the work permit and record this in a special accounting journal (the recommended sample is in Appendix No. 7 to the order);
- familiarize him with the design and technological documentation, fencing diagram;
- exercise control over the implementation of security measures provided for in the work order;
- accept the closed permit upon completion and enter the data in the accounting journal.
