Minimum wage – This is the legally established minimum wage per month.
– The federal minimum wage for 2014 was adopted by federal law dated December 2, 2013 No. 336-FZ and is 5,554.00 rubles.
– Since 2020, the minimum wage has been set at 5,965.00 rubles based on Federal Law No. 408-FZ dated December 1, 2014.
– In 2020, the minimum wage is 6,204.00 rubles (Federal Law dated December 14, 2015 No. 376-FZ, and from July 1, 2016 increased to 7,500.00 rubles.
– The minimum wage in 2020 is also 7500.00 rubles, and from July 1, 2020 it changed to 7800.00 rubles.

Application of the minimum wage
The minimum wage applies to:
- Regulation of wages. In accordance with the Labor Code of the Russian Federation, wages in any organization for a full month worked cannot be less than the minimum wage
- Determination of the minimum amount of benefits for temporary disability, pregnancy and childbirth.
- Determination of the amount of taxes, fees and fines and other payments, which are calculated in accordance with the legislation of the Russian Federation depending on the minimum wage (each region has its own amount, which is set individually in this region.)
In accordance with Article 133 of the Labor Code of the Russian Federation, the minimum wage is established simultaneously throughout the entire territory of the Russian Federation by federal law. Subjects of the Russian Federation, in accordance with Article 133.1, can establish a higher minimum wage on their territory.
Raising wages benefits not only ordinary workers, but also the government. After all, it is from the new value that taxes sent to budgetary and other funds are calculated. It is worth noting that from now on, workers working for the minimum wage will no longer receive 11 thousand 700 rubles for a full working day. Income tax is deducted from this amount, and as a result, organizations are obliged to transfer to their employees at least 10 thousand 179 rubles (
Dynamics and size of the minimum wage in the Leningrad region
In accordance with the above-mentioned agreement, in St. Petersburg in 2020, the amount of the minimum payment depends on whether the employer is financed from its own sources or from the budget.
For the entire corporate sector (commercial enterprises, entrepreneurs), the minimum wage level is set at 19,000 rubles . As for budgetary organizations, the federal level of value applies to them, amounting to 12,130 rubles .
Commercial enterprises that do not agree with the regional agreement on the minimum wage must submit a written reasoned refusal to the authorized bodies. If it is adopted, the enterprise will be able to be guided in its work by the all-Russian minimum wage indicator. In other cases, the minimum wage established for St. Petersburg is mandatory for use.

Minimum wage in St. Petersburg
The minimum wage is established by the regional minimum wage agreement, namely:
- the agreement is concluded by the Government of St. Petersburg,
- interregional association “Federation of Trade Unions of St. Petersburg and Leningrad Region”,
- regional association of employers “Union of Industrialists and Entrepreneurs of St. Petersburg”.
The minimum wage applies to employees working in St. Petersburg, except for employees of budgetary organizations. The minimum wage is established taking into account socio-economic conditions and the cost of living of the working population in St. Petersburg and cannot be lower than the minimum wage in the Russian Federation (
Minimum wage (St. Petersburg) 2020: regulatory framework
From January 1, 2020, the federal minimum wage is 12,130 rubles. It is enshrined in Art. 1 of the Law “On Minimum Wages” No. 82-FZ dated June 19, 2000 (as amended on December 27, 2019). The federal minimum wage is equal to the subsistence level of the working population in the Russian Federation, determined for the second quarter of the previous year. If, based on the results of the 2nd quarter of last year, the cost of living has decreased in comparison with the figure that was calculated a year earlier, last year’s minimum wage continues to apply.
The regional minimum wage is established at the level of the constituent entity of the Russian Federation by tripartite agreements. At the same time, the cost of living and socio-economic conditions in the region are taken into account. The minimum wage in St. Petersburg for 2020 was approved by Regional Agreement No. 343/19-C dated December 27, 2019. The parties to the Agreement are the Government of St. Petersburg, the Leningrad Federation of Trade Unions, and the Union of Industrialists and Entrepreneurs of St. Petersburg.
In St. Petersburg, from January 1, 2020, a minimum wage has been in force, different from the all-Russian one, in the amount of 19,000 rubles. Compared to 2020, the “minimum wage” in the region increased by 1,000 rubles. (The minimum wage in 2020 was 18,000 rubles).
Let us further consider how the above minimum wage values are used when calculating wages by city enterprises.
Minimum wage changes
The minimum salary is indexed annually. In 2020, due to the crisis, changes affected this value only once, in January. Now the minimum salary has increased by 4,300 rubles compared to last year. Its value now amounts to 16 thousand rubles. If we take statistics on changes in the minimum wage over the past five years, then the total amount of increase is 8,700 rubles.
The federal minimum wage isn't that high yet. By 2020, the Government of the Russian Federation plans to equalize the minimum wage and subsistence level for the entire country, as required by law.
In St. Petersburg, at the regional level, the Presidential Decree to equalize the cost of living and the minimum wage has already been implemented. Per capita, the amount required for living is 10 thousand 449 rubles, while the minimum wage is more than 5 thousand rubles more than this amount.

What is the minimum salary in St. Petersburg in 2020?
The federal minimum wage (RUB 12,130) is applied by St. Petersburg organizations financed from the federal budget (Article 133.1 of the Labor Code of the Russian Federation, clause 4.1 of the Regional Agreement).
The regional minimum wage of St. Petersburg from January 1, 2020 is applied by all other employers in St. Petersburg (both legal entities and individual entrepreneurs) who have not refused in the prescribed manner from the implementation of the tripartite Agreement No. 343/19-C. Including organizations operating at the expense of regional and local budgets.
Let us note that the Agreement adopted in St. Petersburg also approved the minimum wage rate for a 1st category worker (employee salary) in the amount of 14,300 rubles. But this only means that the salary can be set no lower than this value in the employment contract, and the final “minimum wage” of the worker, including various additional payments, allowances, etc., in any case should not be less than the regional minimum wage, i.e. . — 19,000 rubles.
In all cases, a salary not lower than the “minimum wage” (federal or regional) must be accrued when performing work at one full time, when a full month has been worked with a 40-hour work week without taking into account overtime, work at night or on weekends. Thus, the salary when working, for example, at one and a half times the rate should be at least 1.5 times the “minimum wage” (again, excluding overtime). Accordingly, when working part-time, the salary will be at least 50% of the minimum wage.
Minimum wage for 2020
On September 20, 2020, the signing ceremony of the Regional Agreement on the Minimum Wage in St. Petersburg for 2020 took place. Traditionally, it is signed by representatives of the regional government, trade unions and employers' union.
This Agreement establishes that the minimum wage from January 1, 2020 is 17,000 rubles. And the tariff rate (salary) of a 1st category worker cannot be less than 13,500 rubles.
In accordance with the regional Agreement on the minimum wage in St. Petersburg 2020, the specified amount of the “minimum wage” is mandatory for all employer-organizations and individual entrepreneurs who operate in the territory of St. Petersburg and have concluded this Agreement or acceded to it, with the exception of organizations financed from the federal budget (clause 4.1 of the Agreement).

Current legislation obliges employers to pay wages not lower than the federal minimum wage. At the same time, regional authorities have the right to set their own indicator, which will be higher than that established for the country as a whole.
If a company or individual entrepreneurs, for various reasons, cannot pay the regional minimum wage, it is possible to apply with a reasoned refusal. Employers registered in St. Petersburg must contact the Committee on Labor and Employment. The deadline for submission is up to 30 days from the date of official publication of the proposal to join the agreement on the regional minimum wage in the media or on the websites of the executive authorities of the constituent entity of the Russian Federation.

Hourly wages in St. Petersburg

The impact of the new minimum wage in St. Petersburg on companies
According to Article 133.1 of the Labor Code of the Russian Federation, the employer can submit to the state authorities a written refusal to use the regional minimum wage and use the federal amount in his work, which is mandatory for everyone. This document must be submitted within 30 calendar days from the date of publication of the official proposal to join the Regional Agreement. In this case, the refusal had to be sent to the Committee on Labor and Employment in St. Petersburg.
If a reasoned refusal was not presented, companies will have to apply the new regional minimum wage of 17 thousand rubles starting from the new year. In case of violation of this point, namely, wage payments are below 17 thousand rubles, in accordance with Part 6 of Article 5.27 of the Code of Administrative Offenses R, the company will face a fine of up to 50 thousand rubles.
Living wage and minimum wage in St. Petersburg
The concepts of “minimum wage” and “living wage” should not be confused. St. Petersburg is one of the Russian regions where the minimum wage is higher than the subsistence level. The cost of living is published on the official website of the city administration.
The cost of living in the city of St. Petersburg for various categories of the population as of the 3rd quarter of 2020 is as follows:
- per capita – 10,791.60 rubles;
- children – 10,403.20 rubles;
- pensioners – 8612.20 rubles;
- working-age population – 11,868.20 rubles.
This indicator was approved by Decree of the Government of St. Petersburg No. 963 dated November 27, 2020.
Current indicators in St. Petersburg
Currently, the indicator approved under agreement dated November 28, 2018 No. 332/18-C is in force. A tripartite agreement was signed by representatives of Smolny, the Leningrad Federation of Trade Unions and the Union of Industrialists. The size of the minimum wage in St. Petersburg under this agreement: 18,000 rubles, it is second only to Moscow (18,700) and more than one and a half times higher than the federal one.
It is not yet known whether a new minimum wage will be established in St. Petersburg from January 1, 2020. In St. Petersburg, Agreement No. 332/18-S expires on December 31, 2020. A minimum wage of 18,000 rubles was introduced for only one year, but if a new agreement is not signed, it will continue to apply.
Thus, the minimum wage in St. Petersburg for 2020 has not yet been officially established.
The minimum wage in St. Petersburg and the Leningrad region
All regions can index this indicator taking into account local specifics. The document regulating this significance in St. Petersburg is a regional agreement, the formation of which involves not only members of the city government, but also influential public associations: the federation of trade unions and the union of industrialists. The minimum wage in St. Petersburg in 2020 is 18,000 rubles!
The current minimum wage in the Leningrad region, regardless of the region, is also higher than the Russian average: 10,850 rubles. The Moscow minimum wage is higher: 18,561 rubles. At the same time, the cost of living is just over 15 thousand.
If we evaluate the dynamics over the years, the St. Petersburg minimum wage is growing somewhat faster than the all-Russian one. Here city residents are in a privileged position. The minimum wage is approximately one and a half times higher than the average subsistence level per capita: 10,605 rubles, the value is slightly less for pensioners and children.
The minimum wage is increased on average once a year, taking into account regional inflation. Compared to 2020, the increase was very large, then the minimum wage was 11,700 rubles. In the first half of 2020 – 9,445 rubles. In 2014 - 8,868 rubles.
Thus, in 5 years it has almost doubled. When compared with all of Russia, the differences are simply colossal: in 2013, the minimum wage in the Russian Federation was 5,205 rubles .
St. Petersburg has relatively good conditions in terms of the ratio of the minimum wage to the average salary, which in recent years has fluctuated around 45 thousand. Within the Northwestern Federal District, only regions with large northern coefficients and favorable investment conditions, for example, the Nenets Autonomous Okrug, can boast higher salaries.
