Regions of the Far North

At the end of 2020, the Government of our country issued a decree changing the list of regions belonging to the Far North. Moreover, the document had a serious resonance in society and even caused a number of unrest due to the fact that the list of Northern regions of Russia had undergone quite significant transformations.

It is worth noting that the government decree that we noted determines transformations only in the procedures for subsidizing and delivering goods to these regions. The changes made are primarily related to improving the road transport situation near a number of subjects and increasing the degree of their accessibility for goods supplies.

It is important that this list is not used to calculate northern surcharges, vacation days and other preferential indicators.

Surgut Is A Region Of The Far North

The main legislative act regulating the List is Resolution of the Council of Ministers of the USSR dated January 3, 1983 No. 12 (hereinafter referred to as Resolution 12). Resolution 12 introduced significant changes to the Resolution of the Council of Ministers of November 10, 1967 No. 1029, which, initially, established the List of regions of the Far North and areas equated to regions of the Far North, completely setting it out in a new edition and repealing the validity of some previous regulations acts. In connection with moving to another region of the country, a person receiving a northern pension with a coefficient is obliged to strictly inform the pension fund about this. To receive this type of compensation, it is necessary to submit to the territorial body of the Pension Fund of the Russian Federation at the place of residence, along with the application, the originals of travel documents issued by transport organizations, as well as boarding passes, certificates from the transport organization about the tariff, in cases of luxury travel - branded, fast trains or compartments .

List No. 12

The coefficient of the northern allowance for the regions of Russia is established in accordance with the list of territories approved by the Council of Ministers of the Soviet Union under number twelve. This document includes:

  1. Regions: Magadan, Murmansk, Tyumen (entirely).
  2. Catalan district of the Irkutsk region.
  3. Arkhangelsk region partially, namely the cities of Mirny and Severodvinsk (with adjacent territories), Pinezhsky, Leshukonsky, Mezensky districts.
  4. Sakhalin region in part: Noglinsky, Kurilsky, Okha, South and North Kuril regions and the city of Okha.
  5. The Republic of Yakutia (Sakha) in its entirety is the northernmost region of Russia.
  6. The Komi Republic in part: the cities of Pechora, Inta and Vorkuta with adjacent territories, the rural area of ​​Ust-Lyzha, the districts of Pechora, Izhemsky, Ust-Tsilemsky, Usinsky.
  7. Such regions of Karelia as Kemsky, Belomorsky, Loukhsky, Kalevalsky.
  8. Part of the Republic of Tyva in the form of the Shinaan rural administrative territory.
  9. Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug) and Chukotka Autonomous Okrug in its entirety.
  10. Ugra (Khanty-Mansiysk Autonomous Okrug) as part of the Berezovsky and Beloyarsky districts.
  11. Kamchatka region in its entirety.
  12. Khabarovsk Territory partially, namely the Okhotsk and Ayano-Maisky districts.
  13. Krasnoyarsk Territory partially: Evenki and Taimyr JSC; Turukhansky and North-Yenisei districts; the cities of Norilsk and Igarka with adjacent territories.
  14. Absolutely all Russian islands of the Arctic Ocean and the seas of its basin, in addition to this - the territories of the Okhotsk and Bering seas.
  15. Mongun-Taiginsky and Todzhinsky districts.
  16. City of Kostomuksha.

The regions equated to the regions of the Far North are very vast and are represented by an impressive number of regions and cities of the Russian Federation. Their equivalence with the northern territories obliges employers to guarantee employees compensation payments provided for by law. There is a resolution of the Council of Ministers of the USSR dated January 3, 1983 No. 12 (as amended), containing a list of areas that fall under the definition of “The Far North and territories equated to it.”

Northern allowance amount

People working in the regions of the Far North have the right to special financial support from the state - percentage bonuses for the Russian region. They are usually called northern allowances. Due to this factor, the cities of the northern regions of Russia are actively populated by young people from the least prosperous subjects of the Russian Federation, striving to somehow earn a living. The size of the northern allowances is calculated as a percentage. According to the law, percentage allowances primarily depend on the location where work is carried out in the northern regions of Russia, as well as on length of service. This type of salary supplement is calculated without taking into account the regional coefficient.

Let us give some examples of northern allowances by regions of Russia 2017-2018.

The islands of the Arctic Ocean (and adjacent seas) receive the largest increase of one hundred percent and equal to double wages. The most “surcharge” regions are also the Republic of Yakutia, Chukotka, the Kuril Islands and the Commander Islands.

The lowest bonus is equal to thirty percent of wages. It is legislatively approved in the territories of Chita, the Republic of Khakassia, the Krasnoyarsk Territory, the Jewish Autonomous Region, a significant part of the Primorsky region and in some other regions of the Russian Federation. This category, in addition to the specified areas, includes administrative centers and border villages located no more than thirty kilometers from the state border.

Northern Development Strategy

The main strategic goal in the development of the Baikal and Far Eastern regions is the geopolitical task of the government of the Russian Federation, which is based on the issue of consolidating the citizens inhabiting the northern regions in this territory. It is planned to implement this plan through the creation in the Far North of a developed market economic system and comfortable living conditions; state policy regarding the northern regions of Russia, among other things, is aimed at achieving the actual average Russian standard of living of the population and the socio-economic development of the region.

In order for this goal to be finally achieved, it is impossible to avoid solving problems associated with the development of the social and economic spheres of the Far Eastern region. In order to ensure a real, and not artificial, solution to this problem, the coefficient of the northern allowance for the regions of Russia has been approved. More on this below, but now we will try to more clearly define a number of priority government policy objectives that need to be solved in terms of the territories of the Baikal region and the Far East:

  • Ensuring normal conditions and the proper level of promising and progressive specialization of the economic development of the northern regions of Russia. The implementation of this task is already being actively carried out by attracting natural resource, scientific, industrial and human resources potential within the framework of sectoral federal strategies for full-scale development, as well as strategic development in the socio-economic sphere and in the programs of large companies.
  • Determination of sustainable positions of the settlement system based on zones of rapid economic growth in the Far Eastern region, in which it is possible to create a comfortable living environment for the population.
  • Establishment of reduced barriers to the effective integration of the northern regions of Russia into a network composed of leading federal entities. As part of this task, we should also mention such an internal political problem as increasing the competitive ability of Northern products in accordance with the specialization of the regional economy through the creation of an appropriate regulatory framework, which, in turn, is responsible for determining the conditions of customs, budgetary, tax and pricing policies in Far Eastern region.
  • Achieving a normal level of population and increasing the volume of labor resources, without which it is not possible to effectively solve the economic problems of the North of the Russian Federation and qualitatively increase the level of human capital.
  • Maintaining and preserving the way of life of the indigenous peoples of Siberia, the Far East and the North in accordance with their historical traditions.

These typically include agriculture, fisheries, forestry, electricity and transport. Qualitative transformations in the economic structure of the region will, of course, be facilitated by the development of currently existing industries and the opening of new industries, and the use of innovative technologies on a large scale.

In addition, the primary objectives for the development of the Baikal and Far Eastern regions are the full or partial realization of the potential of zones of advanced economic development, as well as the creation of the most comfortable living conditions for the population of the North.

Let us outline the basic points of the development plan for the Russian North:

  • Modernization of social infrastructure, which invariably includes such areas of public life and areas of social policy as healthcare and education, social protection and social culture, sports and physical culture of the individual, and the housing sector. Their improvement can fully ensure the formation of comfortable living conditions in the northern regions.
  • Modernization of the infrastructure sectors of the regions of the Far North, the main directions of which are to overcome the largest possible number of infrastructure restrictions that impede the development of the regional economy, and to create conditions conducive to the accelerated economic development of the North.
  • Comprehensive modernization of production and its full-scale technological renewal.
  • Development of newly created economic sectors that contribute to the deep processing of raw materials, as well as using, to the greatest extent possible, advantages in geographical location and availability of natural resources.
  • Accelerated development of institutions of the economic structure that ensure the protection of the rights of owners and the institution of property in general, increasing the competitiveness of markets and the competitiveness of enterprises, reducing the risks of entrepreneurs and risks in the field of investment in production, as well as overcoming administrative barriers, comprehensive development of partnerships between the state and private entrepreneurship, improving quality provision of public services.
  • Ensuring the development of innovative enterprises responsible for servicing development projects in the field of high technologies through additional investments. Such projects include the space sector, shipbuilding, aircraft and helicopter manufacturing, and energy innovation projects. It is important that these enterprises occupy their own niche in the Russian commodity market through the use of so-called “dual technologies”.

“Dual technologies” include:

  1. Formation and further development of the activities of local technology parks and innovative production centers with a focus on creating, first of all, completely new products.
  2. Formation and further development of scientific and educational centers through technological and marketing research in accordance with a chain that includes an idea, technology, product and service as successive links.

Actually, the result of the implementation of the basic plan for the development of the northern region will be to ensure stable growth of GRP (gross regional product) of the constituent entities of the Baikal and Far Eastern regions, and this will definitely happen at a higher pace than the economic progress of other Russian regions. It is promised that by 2025 the rate of constant growth of GRP of the constituent entities of the Russian Federation located within the Far North will become greater even in comparison with the rate of increase in the volume of gross domestic product throughout the Russian Federation. The promised excess figures are more than half a percentage point over the one-year period.

Implications for the population

Thus, we can confidently conclude that achieving the implementation of priority tasks in the field of development of the northern regions of Russia will lead to an inevitable significant increase in the average standard of living of the population. Today, the share of the total population of the Baikal and Far Eastern regions, whose income is below the subsistence level defined in the Russian Federation, is 24.5 percent. If the development scenario that the state is committed to is fully implemented, then this figure will be reduced by more than half - to 9.6 percentage points.
