SNILS. What it looks like and how to design it correctly


What is SNILS?

For each citizen, SNILS is unique, since he is assigned his own personal account number, on which, throughout his entire working life, information is accumulated about how many pension contributions employers have paid for him, information about length of service and other information, which will then be used for assignment and recalculation of pensions.

Having SNILS confirms that you are officially registered in the compulsory pension insurance system.

SNILS is often called an insurance certificate of state pension insurance, which is a small green card with personal information indicated on it.

Why is it necessary for the bank to apply for a loan?

There may be several explanations why banks may require the borrower’s SNILS when applying for a loan:

  • According to the new legislation, banks can check the credit history of clients only if they provide a pension account number;
  • It is much easier to find reliable data in the BKI using the SNILS number, since it, unlike passport data, is assigned to a person for life.

In addition, many banks, as a related service, offer clients the transfer of the funded part of their pension to their own NPF, but this cannot be done without SNILS data. However, in this case, an employee of the organization must obtain the client’s consent and only after that carry out the procedure.

Transferring the funded part of a pension to a non-state pension fund without the consent of the insured person is a crime.

When surveying a land plot

The approved form of the technical and survey plan provides for the inclusion of data on the insurance number of the individual personal account of the customer of cadastral work, therefore, when surveying a land plot, the presence of SNILS is a prerequisite.

Why do scammers need a SNILS number?

Today, there are many fraudulent schemes involving the use of SNILS numbers. However, most of them are based on the transfer of accumulated pension funds to a non-state fund without the consent of their owner . This threatens that funds will begin to be saved and accumulated under completely unpredictable conditions. At the same time, there is a danger of liquidation of the company, and therefore loss of investment income.

In addition, scammers often use information about SNILS to instill confidence . This is especially often used in relation to pensioners - scammers call older people and introduce themselves as Pension Fund employees, citing the person’s personal data (including the SNILS number) to be convincing. As a rule, criminals inform the pensioner that he has not received the payments due to him, and in order to receive them he needs to provide his bank card details, including the secret code on the back of it. After this, all funds from the pensioner’s card, as a rule, disappear irrevocably within a few minutes.

Another version of the above scheme is Internet fraud. There are many sites on the Internet calling on pensioners to check the correctness of payment calculations and find out about the benefits they are entitled to for a nominal fee of 200-500 rubles. Of course, all information provided in this way is a deception, and the SNILS number is often “taken away” for the subsequent transfer of the funded part of the pension to a non-state fund.

What do you need to get SNILS: where to go and what documents are needed?

Currently, there are two main options for registering a citizen in the OPS system:

  • during a personal visit to the Pension Fund;
  • through the employer.

In the first case, the package of documents consists of a standard application form and a passport, in the second case it is supplemented with a list of attached documentation.

If the certificate is issued for a child under 14 years of age, then the process is carried out by his parents or guardians. In this case, the documents required to be presented are: the passport of one of the parents/guardians, the child’s birth certificate and a statement of the established form. If the child is already 14 years old, then he can register in the OPS system independently. In this case, the parent’s passport is replaced with the child’s passport.

For persons with foreign citizenship or without it at all, when applying to the Pension Fund, the package of documents must be supplemented with a notarized translation of the passport.

An insurance certificate is usually issued within three weeks, but if an employer is involved, the process can take up to six.

The employer is obliged to transfer the finished SNILS to the employee within one week from the date of receipt.

Why is SNILS necessary?

SNILS is an unambiguous identifier of personal data about a citizen in an information exchange system that covers all federal and regional government agencies.

SNILS is required for:

  • registration on the government services portal, where you can get the necessary information, view information about fines and taxes paid, order documents, etc.;
  • receiving free services (treatment, training, benefits);
  • registration of various benefits;
  • getting a job, concluding a contract;
  • obtaining a UEC (universal electronic card), which will replace most existing documents;
  • registration of a state pension.

Who is issued the SNILS certificate?

An insurance certificate is issued to all citizens of the Russian Federation, including children, military personnel and unemployed people, who have expressed their desire (personally or through a representative) to register in the personalized accounting system of the state Pension Fund.

If after marriage or for other reasons the surname has changed, it is important not to forget to replace the SNILS certificate and get a new one.

What does SNILS look like?

As mentioned above, the SNILS number is on the green card. It is called – Insurance Certificate of Compulsory Pension Insurance. And it looks like this:

The SNILS number itself consists of 11 digits. The first 9 digits are the document number. The last two are a verification number (check number). This number is calculated using a specific algorithm.

Where can I get a SNILS certificate?

There are two options where you can obtain a SNILS certificate:

1. Contact the Pension Fund branch at your place of registration yourself.

At the branch, you will fill out the insured person’s questionnaire, and within a week or two you can come back to receive the completed certificate. a passport (or a document replacing it) with you .

2. Working citizens can obtain a certificate at their place of work.

The employer certifies it and submits it within the established time frame to the Pension Fund of Russia, where they will open your personal pension account and issue an insurance certificate. After receiving the certificate from the Pension Fund of Russia, the employer will issue it to you.

How to obtain an OPS insurance certificate

On the territory of our state, the Pension Fund of the Russian Federation opens an ILS not only to every resident of the Russian Federation, but also to foreigners working in Russia. This happens in two cases:

  1. After submitting an application to the Pension Fund (in person, through the MFC or through the HR department at work).
  2. Upon receipt of information from bodies providing state and municipal services.

When visiting a PF in person, you will need an identity card or any document equivalent to it. Fill out the form (approved form) and receive SNILS.

SNILS in Russia is assigned to all persons who have registered in the personal accounting system of the Pension Fund of the Russian Federation, to whom the OPS applies, including:

  • children;
  • military personnel (who have completed their service or have additional income outside of military service);
  • citizens who do not work;
  • clergy;
  • working foreigners.

Since 01/01/2012, foreign citizens and people who do not have citizenship, but perform work under an employment or fixed-term contract in our country, are considered insured.

Important! The insurance number is valid for life; the code is not changed either if personal information is lost or replaced.

Working and non-working persons

The employer issues a certificate only for employees who are getting a job for the first time. Unemployed able-bodied citizens, as well as pensioners, receive SNILS in order to have full access to services.

You should not delay in obtaining SNILS for your child. And although, when issuing a birth certificate, the registry office transmits information about the baby to the Pension Fund of the Russian Federation, do not forget to obtain confirmation of the opening of the ILS. When registering a SNILS for a child, you will need his birth certificate and a document from a parent or guardian. Children who have received a passport can apply for SNILS without the help of adults.

Where can I apply?

To open the HUD, choose any convenient method:

  • personal visit to the Pension Fund branch (find the address where to apply);
  • appeal through the MFC or employer;
  • application through the educational institution (for students).

Important! SNILS is issued at any Pension Fund, even without reference to the place of registration.

Adults and teenagers over 14 years old provide a passport and fill out the ADV-1 form. When registering SNILS for minors under 14 years of age, they provide:

  • birth certificate of a child;
  • passport of the parent or guardian.

How long will it take to process

Previously, the registration and issuance of a completed certificate took 2–3 weeks. With the adoption of the law in April 2020, the procedure has been simplified; information is transmitted electronically, which significantly reduces registration time. By contacting the Pension Fund directly, the document will be issued immediately.

Important! The ILS number is assigned once and for life.

You do not have a passport. What to do?

There are circumstances when it is not possible to provide a passport to obtain a SNILS certificate, but it is necessary to obtain one. What is needed to obtain SNILS in such a situation?

You can provide a replacement document to the Pension Fund of Russia:

  • officer's identification card;
  • certificate of release;
  • seaman's passport;
  • military ID;
  • diplomat's passport;
  • certificate of recognition as a refugee or refugee certificate;
  • resident card;
  • international passport;
  • other documents.

Issuance of SNILS certificate to military personnel

If during military service a serviceman has a legal paid civilian job (scientific, teaching or other), or after completing service in the armed forces takes a civilian job, then his employer also pays pension contributions for him.

To register these pension contributions, SNILS is required.

To obtain a SNILS certificate, you must come to the Pension Fund of the Russian Federation at the place of registration, fill out a form and provide an identification document.

How to get SNILS for adults

If an adult needs to get a card, a Russian citizen has the opportunity to do this in 2 ways:

  1. When applying independently

As we mentioned above, you should take your passport and go to the Pension Fund, where the employee will give you the appropriate form, by filling out which you will declare your desire to receive the document. This form is similar to the questionnaire that must be filled out if there is a need to obtain a card for a child. As you can see, it contains all the same fields. After filling out the sample and before issuing SNILS, you will need to wait about 3 weeks.

  1. Upon employment

In this case, the employer himself acts as an applicant for receiving the document, independently sending to the Pension Fund the questionnaire filled out by the future employee and other necessary information. However, according to the law, he must do this no later than 14 days from the moment the parties sign the employment contract.

Pension Fund employees, after completing the documentation, send the card to the employer within 3 weeks, who is obliged to transfer it to the new employee.

How long will it take to issue a SNILS certificate?

If you independently contacted the Pension Fund (PFR) branch to obtain SNILS, then, as indicated on the official website of this body, the registration will take one to two weeks.

However, as practice shows, this time may increase if, for example, long public holidays fall within these two weeks or you live in a small town.

If you have entrusted such an important mission to your employer, then get ready to wait longer for the certificate to be issued.

It will take two weeks for your documents to be transferred from the employer to the Pension Fund of the Russian Federation, then the certificate will be prepared for three weeks, and the employer will have another week to hand over the certificate to you personally.

Total six weeks excluding unforeseen circumstances.

Replacing the SNILS certificate

If your basic personal data has changed (last name, first name, patronymic, etc.), then within two weeks you need to contact the Pension Fund (PFR) branch with an application for a new SNILS (in person or through an employer) to replace the SNILS certificate .

In this case, appropriate changes will be made to the database of insured persons, and you will be issued a new certificate with the same SNILS number and changed personal data.

For this procedure, you will need, in addition to your passport, to submit documents confirming the change of personal data (for example, a marriage or divorce certificate).

Changing your SNILS will take the same amount of time as receiving a new certificate (from a week to a month and a half, depending on the situation).

How to restore or replace an insurance certificate

Until April 2020, in order to re-obtain SNILS (meaning a plastic card), it was necessary to contact the Pension Fund in person or through an employer. Now it is not possible to change the plastic card if it is lost or personal data has changed due to its abolition. Loss or damage to an old-style certificate does not affect the unique number itself; it is not canceled or changed. The code does not change if you change your last name or other personal data. But the changes should be reported to the Pension Fund; this can be done in any convenient way (in person to the Pension Fund, through the MFC, via the Internet).

Since the number is required by many authorities, it would be wise to have it on paper. By logging into the State Services portal, document restoration is simplified; you can submit an application online on the website.

So, SNILS assigns the Pension Fund once and for life; it is needed not only to accumulate information about pension savings, but also to receive services provided at the municipal or state level, so the ILS is assigned from birth. Plastic certificate from 01.04. 2020 will not be issued, although previously issued cards retain the status of an authentic document.

Who can request to provide a SNILS certificate?

The SNILS certificate contains confidential information about your insurance account number, so this information can only be used for the purposes of pension provision and compulsory health insurance.

So, to present the SNILS certificate upon request :

  • when applying to a pension fund (both state and non-state);
  • in medical institutions;
  • to the employer.

As for the state of the individual personal account itself, such data can only be known by the relevant services of pension funds - and you, as the insured person.

A few important points

You need to know that the SNILS certificate should only be kept by you.

In all instances where it has the right to be demanded, only a copy remains. Therefore, demands to transfer the SNILS certificate for safekeeping to someone, including an employer, are illegal.

When receiving or replacing a certificate, carefully check the data specified in it.

If you receive a certificate again, be sure to compare the insurance number on the old one (you will keep it when replacing it) and the newly received document. This will help to avoid many problems, since if the data on the certificate is incorrect, then it is entered incorrectly into the database.

And this can lead to incorrect distribution of funds between the personal accounts of different people, erroneous transfer of your funds to another management company or a non-state pension fund that you did not choose.
