Principle of operation

When receiving money for a product, the equipment requests the assignment of a unique code in the OPD. This process occurs instantly within one second. After accepting the answer, the device generates a receipt, already marked with a unique code. After this, printing occurs on paper and simultaneous transmission of information to the buyer’s email. The consumer has the opportunity to verify the legality of the transaction by checking the registration using the code.

All data on the movement of material assets is immediately sent to the tax office website.

When will online cash registers for individual entrepreneurs be introduced?

From July 1, 2020, a new type of cash register is mandatory for use by most individual entrepreneurs. A deferment was given until July 1, 2019; the State Duma is considering the issue of introducing equipment for a certain category of persons engaged in economic activities.

  • Providing services for the population (hairdresser, beauty salon, massage room, laundry and others).
  • Veterinary medicine.
  • Repair, car wash.

Law on online cash registers for individual entrepreneurs

Federal Act No. 290 F3 requires small and large businesses to purchase a device that monitors all stages of the purchase and sale of goods. Main innovations:

  • The cash register must be replaced or upgraded with new functions before July 1, 2020.
  • The verification service will receive information about the completed operation on the site.
  • Until 2020, entrepreneurs registered with UTII or PSN could carry out their activities without a reading device. From now on they are obliged to supply the devices.
  • The inspection body may impose sanctions for violation of trade rules.

The law has a basic amendment that exempts a businessman from transferring data to the tax office if there is no Internet on his territory. When purchasing a cash register and registering with the Federal Tax Service, you will have to indicate that it will work offline.

Fine for working without an online cash register for individual entrepreneurs

The punishment for entrepreneurs in monetary terms is impressive:

  • When checking, a receipt is issued in the amount of 20-50% of unrecorded revenue. The minimum ceiling is RUB 10,000.
  • If the procedure is repeated, the merchant is prohibited from carrying out labor activities for one or two years if the total income amounted to 1,000,000 rubles.

Problems when using online cash registers for payments via the Internet

There are and will be difficulties, but everything can be solved. If you study the topic in advance, don’t bury your head in the sand and don’t pretend that it doesn’t concern you, you can figure it out with online cash registers. If you involve an expert in this, it will work out without nerves, quickly and inexpensively.

Problem 1: I haven’t used the cash register before, but now I have to

If payment cards were used for payments, the cash register had to be used earlier. The changes affected special payment services, and not yesterday.

If clients pay via Webmoney, Qiwi, Yandex.Money or something else, then now you need to use the cash register and punch receipts after each payment.

And from July 1, an online cash register is needed. And the check not only needs to be sent to the buyer after payment, but also all data must be transferred to the tax office.

Solution: buy an online cash register and enter into an agreement with the OFD

The cash register model must be in a special register: it can be easily found on the Federal Tax Service website. After purchase, the cash register must be registered with the tax office. This can be done via the Internet, without visiting the inspectorate.

What to do:

  1. Consult with us or the tax office whether you need an online cash register: which one is suitable, where to buy it, how to register and set it up.
  2. If it turns out that the cash register is not needed now, find out when it will have to be installed and plan the costs.

Problem 2: Additional costs will arise

A simple model of a cash register can be bought for 17-20 thousand rubles.

It is no longer necessary to conclude an agreement with the technical service center, but it is better to conclude one. If something goes wrong, specialists will quickly sort it out. Maintenance costs money, but downtime costs even more. You can check with the cashier to see what service options are available to save money.

You also need to provide access to the Internet. Even if there is a communication failure, it’s not scary: the cash register will save the data and send it to the tax office when everything gets better.

The cash register can be integrated with the website and goods accounting systems: upload items, set up updates, test operation. These are also expenses.

An agreement with the OFD also costs money: the annual package for almost all operators at the time of preparation of this material will cost about 3,000 rubles. There are options to pay quarterly, monthly or even daily.

Solution: compare prices from different suppliers

Sometimes it’s better to overpay at the checkout to avoid overpaying for integration. If you sell services, a simpler cash register will do. If there are a lot of products in the assortment, it is worth buying a cash register that will automatically unload the items from 1C.

Problem 3: the check must be issued at the time the client pays

For payments via electronic services, this is the moment the payment is confirmed by the payment agent. The maximum deviation is 5 minutes. The entrepreneur receives a payment confirmation message using the simplified tax system and must immediately punch the check so that the data goes to the tax office.

But it’s impossible to be on duty at the cash register 24 hours a day. And if you do not punch a check, this is a violation for which you will be fined.

Solution: connect a special online cash register or service

For payments only via the Internet, it is enough to use a cash register, which does not process paper checks and itself transmits payment data to the tax office. Such a cash register cannot be used if cash is accepted. But for selling courses or trading only online, this is an excellent solution.

Payment aggregators have come up with relatively inexpensive technologies for accepting money via the Internet. There are solutions that completely eliminate the use of a cash register. And there are solutions that shift the responsibility to clear the check to the agent.

Cash register manufacturers have options not to buy a cash register, but to rent it. If you choose the right equipment, tariff and settings, even small online stores and online services will be able to afford it. Some solutions can be integrated with popular CMS. The rented cash register itself will transmit all data to both the OFD and the client. : The online store doesn’t even have to punch receipts.

What to do:

  1. Find an expert who can tell you which service or solution is right for your case. Find out how it works and how much it costs.
  2. Collect documents and submit an application for connection.
  3. Don’t rush to compare solutions based on connection price. Where renting a cash register is cheaper, there may be a commission for each payment. Or some other unexpected conditions that could cause you to lose money.

Problem 4: it’s difficult to figure it out, but you don’t want to pay fines

Breaking the law will be punished. If the seller must use the cash register, but does not do so, they may issue a fine in the amount of the bounced check, but not less than 30 thousand rubles for a legal entity and not less than 10 thousand rubles for an individual entrepreneur.

If there is a cash register, but after July 1, 2020 it does not transmit data to the tax office because it is not equipped for this, the company may be fined 10 thousand rubles. For individual entrepreneurs, the fines are a little less, but still not very pleasant.

Responsibility for the absence of an online cash register at an individual entrepreneur and non-use of it when trading is quite high. Therefore, the person responsible for working on the cash register must strictly follow the entire algorithm of actions.

Before starting work, the operator must undergo training and gain practical experience in operating this type of equipment. Next, he enters into an employment contract, which sets out the responsibilities of the parties. After testing and checking theoretical knowledge, the employee has the right to get down to business.

Start of the day:

  • The operator receives the keys to the box, change and tape.
  • Carry out the actions necessary to open a shift (prints a report in electronic form. This data is automatically sent to the OFD).
  • Money not involved in the trade turnover process is not reflected in fiscal documents. Their receipt is recorded in a separate journal.

Next comes direct work with the client. The employee is required to perform the following sequence of actions:

  • Open the check and announce the amount taking into account the discount.
  • Accept money in cash or manipulate a card.
  • Close the strict reporting form and hand over the change along with the receipt.

During the process, the operator has a need to make a refund, interrupt the operation if there is a lack of funds, or make a partial payment in cash and card in one document. The closing of the shift occurs no later than 24 hours from the opening. Otherwise the machine is blocked. To do this, a report is drawn up and automatically sent to the center. The funds are transferred to the collector, the equipment is closed and all attributes (keys, loose change and a magazine) are surrendered.

Re-registration procedure

In order to successfully re-register a device, several manipulations should be performed in the following sequence:

  1. Fill out and submit (send) a tax application in the prescribed form in paper format or electronically through the personal account of the owner of the online cash register. When, along with the re-registration of the cash register, the fiscal drive is replaced, along with the application to the inspectorate, reports on the closure of the financial fund and on changes to the registration information for cash register equipment are submitted.
  2. Wait for the inspector to issue a new cash register registration card. The official must do this no later than 5 working days from the date of receipt of the application. The issued card is sent through the user’s Personal Account or through the fiscal data operator with whom he has an agreement. At the request of the cash register owner, he is issued a card in paper form upon a personal visit to the tax office.

In certain situations, the tax office has the right to refuse a taxpayer to re-register. This may happen when the user has submitted insufficient documents or document information to complete the procedure, or an attempt is made to register a device with a fiscal number that is not in the registry.
