How to correctly fill out an application on form P14001 when adding OKVED?


Introductory information

When an organization is just being created, the registration application indicates the main and additional types of activities in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED).
The organization determines the types of activities independently. They are reflected in the Unified State Register of Legal Entities as special codes (subsection “clause 1 of Article 5 of the Federal Law of 08.08.01 No. 129-FZ “On State Registration of Legal Entities and Individual Entrepreneurs”, hereinafter referred to as Law No. 129-FZ). If a company starts a new activity, then new codes must be added to the state register. Let us consider aspects of this procedure in more detail. How to change OKVED codes in the Unified State Register of Legal Entities

At the moment, changing codes according to OKVED in the Unified State Register of Legal Entities, or, simply put, types of activities, is very relevant due to the fact that companies with the wrong codes are left without state support, although they have the right to it.

The Accountant's Red Corner received a question from a subscriber about how to correctly change OKVED codes:

“It is necessary to introduce a new OKVED into the Unified State Register of Legal Entities, making it the main one. Can this be done with one statement P14001 or should we act sequentially: first add a new one as an additional one, and then replace the main one with it?”

We consider it necessary to write a mini-instruction on how to change OKVEDs in the Unified State Register of Legal Entities. Using LLC as an example.

So, this change must be made in form P13001, if OKVED codes are included in the company’s charter . Which, by the way, is not uncommon. The same builders are required to contribute.

Or, according to form P14001, when these codes are in the Unified State Register of Legal Entities, but they are not in the charter (since this is not mandatory since 2010).

In general, the difference in these actions is that in the case of P13001, you need to adopt a new version of the charter (and convene a meeting of participants for this), and also pay a state fee of 800 rubles.

In the case of R14001, a meeting of participants is not necessary, since the issue of changing codes according to OKVED in the Unified State Register of Legal Entities, as a rule, is too small for the competence of the meeting of participants. The director's order is enough.

Next, you need to fill out the application itself. Let's focus on the sheets that change the codes .

In the application on form P13001 this is sheet L, in P14001 it is sheet N. They are the same. Clause 1.1 adds a new main view, clause 1.2 adds additional ones. Clause 2.1 removes the main one , and 2.2 removes the additional ones.

The following rules also apply:

  • If you add a new main code in paragraph 1.2, it will become the main one . If you do not remove the previous main clause 2.1, then the code that was the main one will become additional .
  • any number of codes at one time . At least the whole reference book.

This is what an example of sheet H for P14001 looks like, here the codes are only added:

If some codes need to be removed, the next page of this sheet is filled in using the same logic. By the way, the PPDGR program is very convenient for this.

As a result, we fill out the following sheets for P13001: page 1, indicating the name, INN and OGRN, sheet L, Sheet M.

For P14001, fill out page 1, sheet H, sheet R.

Unless, of course, you decide to change only the OKVEDs.

We submit to the registration authority:

You can submit both through a notary and via the Internet using an electronic signature. In the latter case, a notary is not needed .

The registration period is 5 working days , plus one day to submit, and one to receive the result. Just seven working days, essentially.

As a result, you will receive a Record Sheet with new OKVED codes.
