As a rule, the document concerns a new project and is prepared with a planning horizon of 3 years. If you, as an individual, are planning to invest money in the hotel business, then a mini-hotel would be a suitable format, or you can pay attention to related small hotel formats.

Definitions of various levels of accommodation facilities, as well as classification issues, are contained in the Decree of the Government of the Russian Federation of February 16, 2020 No. 158 “On approval of the Regulations on the classification of hotels”

The project identifies the following types of hotels:

Hotel, hotel - an accommodation facility, which is a property complex that includes a building or part of a building, premises and other property in which accommodation services and, as a rule, food services are provided, which has a reception service, as well as equipment for providing additional services;

A hotel located in a building that is a cultural heritage site or located on the territory of a historical settlement is a type of hotel that therefore has restrictions on restoration and repair work;

Resort hotel, sanatorium, recreation center, tourist center, recreation center, tourist village (rest village), holiday home, boarding house and other similar accommodation facilities, which are located in an area that has, among other things, natural healing resources (mineral waters, mud, climate and others), provide on their own basis, as additional services, health-improving services using the specified natural resources and have the capabilities and appropriate equipment for organizing sports and entertainment;

Aparthotel is a type of hotel, the number of rooms of which consists exclusively of rooms of the “studio” and “apartment” categories;

Motel is a type of hotel with a parking lot, providing hotel and other related services to accommodate motorists;

Apartment complex is a type of hotel, the number of rooms of which consists of rooms of various categories with kitchen equipment and a full bathroom;

Aquatel is a type of hotels located in converted stationary floating vehicles that are on the water, but taken out of service;

Hostel is a type of hotel that includes multi-bed rooms, but no more than 12 beds in one room, rooms for shared use by guests (living rooms, halls, breakfast rooms, etc.), the total area of ​​which is at least 25 percent of the total the total area of ​​the rooms, sanitary facilities, located, as a rule, outside the room, and providing food services with a limited choice of dishes and (or) kitchen equipment, as well as, if possible, additional services;

Farm guest house (rooms) - a type of hotel located in rural areas, providing accommodation and food services mainly from products produced on peasant farms;

Mountain shelter, hunter's house, fisherman's house, chalet, bungalow - isolated houses with kitchen equipment, located in a mountainous area, in a forest, on the shore of a reservoir.

As we can see, in the approved version of the Classification there is no concept of “mini-hotel” (although it was in the Draft Resolution with the same name). However, the conclusion about which hotel belongs to this category can be drawn from the new Law of 02/05/2018 No. 16-FZ “On Amendments to the Federal Law “On the Fundamentals of Tourism Activities in the Russian Federation” and the Code of the Russian Federation on Administrative Offences...” .

The law provides for the gradual introduction of fines for the absence of a certificate of mandatory Classification. For these purposes, hotels are classified according to the number of rooms:

  • 50 numbers or more
  • More than 15 rooms
  • Rest

Thus, based on previous practice and the definition of mini-hotels, which was not included in the new Resolution, we can conclude that hotels with up to 15 rooms are regarded as “mini”, and from 15 to 50 rooms as “small”.

The new Classification document, proposed by the Ministry of Economic Development and approved by the Government of the Russian Federation, has caused quite a lot of controversy among representatives of the hotel industry. Having decided on the direction and type of hotel, you need to do:

  • preparation of documents;
  • search and design of premises;
  • purchasing the necessary equipment;
  • personnel selection.

Documentation

At the first stage, you need to decide on the form of business registration. Considering that the hotel business is not licensed, an individual entrepreneur can engage in it. However, to expand the possibilities for concluding contracts with companies, it is still recommended to organize a limited liability company (LLC) or a joint stock company (JSC).

In the future, a license may be required, for example, to sell alcohol.

If you open an individual entrepreneur, you must provide the tax authority with:

  • application in form P21001 (it indicates: name, passport data, address, OKVED codes);
  • a photocopy of all pages of the passport;
  • receipt of payment of state duty;
  • application for transition to a simplified taxation regime (3 copies);
  • power of attorney if you are represented by another person.

If you open an LLC you will need:

  • registration of the name of a legal entity;
  • exact legal address of the LLC;
  • activity codes according to OKVED;
  • calculation of the size of the authorized capital of the LLC and its contribution;
  • checking account.

The package of documents required for registration with the tax office includes:

  • application in form P11001;
  • decision of the sole founder or minutes of the general meeting of founders;
  • LLC charter (2 copies);
  • receipt of payment of state duty;
  • documents confirming the presence of a legal address.

Room and design

When designing a future hotel, you should focus on the potential target audience. If we are talking about young people, you can afford bright colors, while older people want a more relaxed atmosphere.

According to the state standard GOST R 54606-2011, a mini-hotel is a small accommodation facility with a capacity of 5 to 15 rooms.

If you convert an apartment or private house into a hotel, it would be useful to pay attention to GOST and other conditions imposed on the premises:

  • constant power supply;
  • provision of water;
  • availability of ventilation;
  • telephone communications;
  • TVs (in rooms or in the hall);
  • special room for washing;
  • rest room.

As for the rooms themselves, according to GOST, the minimum room area in a “small accommodation facility” in single rooms is at least 9.0 m2.

In double and multi-bed rooms per person:

  • for year-round operation - at least 6.0 m;
  • during seasonal operation - at least 4.5 m.
