Classes of private security guards and requirements for them
Private security company employees can be found anywhere - they guard banks, schools, hospitals, shopping centers and other facilities. As a rule, they are at least armed with something - at least a rubber baton (otherwise there is simply no point in posting such security).
And in order for a private security guard to have permission to work with weapons (even with the same baton), he must have the appropriate rank. There are 6 of them - from the first to the sixth. Categories from the first to the third do not require special education, but also do not give great rights:
- 1st category – only basic secondary education is required. You can work, for example, as a controller of a certain organization’s own security service;
- 2nd category - you also need to work for at least a year as a first-class security guard. If necessary, they have the right to conduct a citizen’s arrest, and also work in their own security services;
- 3rd category - you need to work as a second-class security guard for at least a year. There are more rights, but you still can’t use any special means.
Then there are categories from fourth to sixth, such guards have permission to work with special equipment, including weapons. There are no restrictions on length of service as a security guard - the main limitation is that you need to undergo special training.
The rights of security guards of different categories differ:
- 4th category – you can use a rubber truncheon and handcuffs. The discharge must be confirmed once every 5 years;
- 5th category - you can also use civilian self-defense weapons (electric stun guns, gas canisters and gas pistols). The discharge is confirmed every 3 years;
- 6th category – you can also use civilian and service weapons. The rank must be confirmed every year.
To obtain categories from the fourth to the sixth, you need to undergo special training and pass an exam.
But you shouldn’t even start training those who don’t have legal rights
become a security guard in Russia:
- does not have Russian citizenship;
- has not reached the age of 18;
- is registered for mental illness, alcohol or drug abuse;
- declared incompetent or limited in legal capacity by a court;
- did not receive a medical certificate confirming the absence of contraindications;
- who has been charged with a crime or has a criminal record for an intentional crime;
- less than three years ago he was dismissed from the internal affairs bodies due to a violation;
- brought to administrative responsibility two or more times during the year on a number of grounds (not car fines and similar violations);
- brought to administrative responsibility for the use of narcotic or psychotropic drugs (for the duration of the sentence).
In addition, for some reasons, the security guard may be deprived of his certificate
. As a rule, this is the occurrence of such circumstances after which a citizen can no longer be a security guard according to the law (for example, brought to administrative responsibility for drugs).
In general, there are no special restrictions on working as a security guard - there are approximately the same requirements for other professions, and for admission to the civil service they are many times stricter
.

We invite you to study in detail the information we provide regarding the best companies in Moscow that provide services for obtaining a license for security activities and take advantage of it.
Why does a security guard need a license at all?
In Russia alone, more than 680 thousand security guards officially work, who are listed in 26 thousand private security organizations. These are only officially registered people, and besides them there are about 200 thousand workers who actually perform security functions (like administrators or concierges), plus private security of the Ministry of Internal Affairs (120 thousand people), and FSUE Okhrana, where more than 42 thousand people work. .
If you sum them all up and add the own security of federal departments, you get about 1.4 million security guards in Russia
– and for a third of them the employer is the state. Even in the USA there are only 1.1 million security guards, although the leader is China with 5 million people (but they have a special political system).
1.5 million private security guards in Russia alone
– that is, more than half of them work without proper registration.
This whole army of guards did not just arise. The main work of hiring people and setting up security posts is related to the terrorist threat in Russia. In the past, terrorist attacks have repeatedly occurred in the country, and the subsequent fight against them (at least the visible part of it) comes down to access control, mandatory inspection and other actions.
So, probably everyone has seen metal detectors and security posts at transport facilities. Since 2012, they must be installed on almost any transport infrastructure facility
– at bus stations, railway stations, subways, airports, etc.
But this, for the most part, has to do with state security (now it is represented mainly by the Russian Guard). However, there are other objects that are subject to mandatory protection - bank offices, schools, kindergartens, etc.
And they have the opportunity to enter into a security contract with a private security organization (PSC, often called PSC - private security company). Private security has been allowed in Russia since 1992
When the corresponding law was adopted, hundreds of security companies literally immediately began to register in the country.
Now their activities are included in the list of licensed ones (that is, a private security company cannot operate without an appropriate license), and one of the conditions for obtaining it is the legal status of private security guards who work in the private security company.
That is, a private security organization will not be able to operate legally
, if its staff includes employees without private security certificates (although in fact this requirement is not fulfilled as often as it should).
However, there are a huge number of private security guards in Russia who work in a very competitive market. Every year 250 billion rubles
, and most of it comes from protecting healthcare and educational institutions. And each of the guards must receive the appropriate status.
Why are license papers needed?
A security guard's license or certificate is a standard document confirming the ability of a specific person or a whole group of persons to carry out security activities with a certain list of powers. The procedure and principles for preparing this documentation are reflected in detail in the legislation of the Russian Federation and, in general, are not difficult to understand.
According to current laws, a license is issued by special departments of the Ministry of Internal Affairs, often working under the Central Internal Affairs Directorate. The issuance of this document is carried out for the purpose of:
- checking potential security guards for professional suitability;
- determining the possibility of using special means (pistols, batons, etc.) on their part;
- confirmation of a particular security category for a specific person.
In order to obtain licensing documents that allow them to fully carry out security activities on the territory of the Russian Federation, all persons undertake to undergo the appropriate training course at representative offices of the Ministry of Internal Affairs or private organizations and then confirm the quality of the skills acquired. Having supported these activities with a list of mandatory documentation, any person will be able to obtain a security certificate and work in this direction. Naturally, for the protection of minor objects, such a document is, in principle, not needed, but if you want to engage in such activities seriously, independently, or work in reputable organizations, you simply cannot do without it.
Who will not be given a security guard license?
The regulatory body may refuse certification for the following reasons:
- foreign citizenship;
- age less than 18 years;
- incapacity established by the court;
- medical contraindications to work as a security guard;
- criminal conviction;
- being under investigation;
- absence or expired document on training as a security guard;
- lack of permission to work from the Ministry of Internal Affairs or the FSB;
- previously – dismissal from service for disciplinary reasons;
- lack of fingerprinting;
- repeated administrative violation within a year;
- drug addiction, alcohol abuse, mental disorders.
There are options on how to obtain a security guard license after a refusal order. You can appeal the decision to the higher management of the RLO or go to court.
