According to Federal Law 54, the law on the use of cash registers, organizations and individual entrepreneurs in any taxation system must use online cash registers. For working without a cash register or trading with violations - failure to issue a cash receipt, the cash register is not registered with the tax office and does not transmit the OFD data, the tax office issues a fine. To start working with the online cash register under Federal Law 54, you need:
- Buy a qualified electronic signature. - Conclude an agreement with the fiscal data operator from the tax register . OFD is a company that processes, stores and transmits data from cash registers to the tax office. This is information from each issued check, reports on registration and re-registration of cash registers, reports on the opening and closing of shifts. Without an agreement with the OFD, an online cash register cannot be registered with the Federal Tax Service.

Re-registration
Re-registration of a cash register is necessary in the following cases:
- replacement of fiscal memory,
- changing the company name or full name of the individual entrepreneur,

To re-register a cash register, you need to contact the tax office with an application drawn up in accordance with the form specified by law, the cash register registration card, its passport, and the conclusion of the central service center (if available).
The tax inspector personally inspects the device for serviceability, integrity of the case and the presence of seals, after which he makes a note about re-registration in the passport and registration card. The presence of a representative of the central tax service center and the taxpayer itself is also required.
Individual entrepreneur cash register under simplified tax system
An individual entrepreneur who has opted for a simplified taxation scheme when making cash payments to clients must have a cash register. In cases where the buyer or consumer of individual entrepreneur services makes payments through bank debit or credit cards, it is also necessary to issue cash receipts.
Exceptions:
- cash register equipment may not be used if an individual entrepreneur-"simplified" works only through non-cash bank transfers to the settlement accounts of legal entities and other individual entrepreneurs;
- an individual entrepreneur works in a remote or hard-to-reach area where the use of cash registers is impossible for some reason;
- When providing certain types of services to the population, there is a statutory right to replace cash receipts with the issuance of strict reporting forms.

From July 2020, almost all individual entrepreneurs must switch to online cash registers, with the exception of those for whom the deferment has been extended, as well as those who carry out certain types of activities or work in remote corners of Russia.

Individual entrepreneur cash register for UTII
Those individual entrepreneurs who have switched to UTII have the right not to use a cash register. Is a cash register needed for a patent in 2020?
Previously, organizations and individual entrepreneurs using the patent taxation system were allowed to issue documents to customers that replaced cash receipts. But now they are all required to use online cash register systems. From July 1, 2020, the cash register must be owned by individual entrepreneurs with a patent, which:
- sell goods not of their own production or are employed in public catering if there are no hired employees,
- provide services/perform work if there are hired employees.
A deferment until July 1, 2021 was granted only to those individual entrepreneurs on the patent tax system who do not have hired employees and who sell goods of their own production, or provide services, or perform work. All other individual entrepreneurs on the patent, as well as organizations, should have already installed a cash register.
