Obtaining a TIN, list of documents and where to apply

TIN (stands for taxpayer identification number or individual taxpayer number) is a type of document that necessarily contains a certain sequence of numbers. All residents of the Russian Federation of working age must have this document. Without a TIN, it is impossible to officially get a job, start your own business (IP), and also use many government services.

At the moment, a taxpayer number is issued at a person’s birth, but for literally a couple of decades this was not the case, and after receiving the first passport, a citizen of the Russian Federation had to separately obtain a TIN.

What do the numbers in the TIN number mean?

All numbers in the TIN have their own, clear designation. For ordinary citizens (individuals), this document consists of the following 12 numbers, each of which means the following:

  1. The first and second digits indicate the village or city, region or region where the document itself was issued.
  2. The third and fourth digits are the number of the tax office that issued the certificate to the citizen.
  3. Numbers 5 to 10 mean the taxpayer’s number; it is in them that you can find out all the information about an individual.
  4. The last 2 digits are a special verification code, the purpose of which is to prevent possible errors, calculated according to a predetermined algorithm.

Individual taxpayer number (photo TIN) of an individual

The TIN of organizations and enterprises is slightly different, and it consists of only ten digits:

  1. The first four digits are no different and mean the same as in the TIN of ordinary people (federal district and tax number).
  2. Numbers five through nine (exactly one less) are the number of the person paying taxes.
  3. And the last digit is a verification code; as you can see, for legal entities the verification code consists of only one digit, not two.

Meaning of a sequence of numbers

The TIN must be entered into the federal tax service database. In this case, the number does not change throughout the taxpayer’s life.

Depending on who was assigned the TIN, the total number of characters will differ and, as a result, there will be slight differences in the decoding of the number. Let us consider in detail the meaning of the numbers in the TIN for both individuals and legal entities.

For an individual

Ordinary citizens and individual entrepreneurs are assigned a number consisting of twelve digits, and the combination contains the following information:

  • The first two digits indicate the subject in which the registration was made.
  • The next two digits are the code of the structural unit of the federal tax service that issued the document.
  • After this, the number contains six digits, which indicate the number of the entry under which the citizen is included in the unified state register.
  • The two numbers at the end act as verification numbers. They are generated using a special algorithm and it is thanks to them that it is possible to verify the authenticity of the entire code.

For a legal entity

For legal entities, the TIN code is two digits less, but the decoding is generally similar:

  • The first two digits indicate the subject of the Russian Federation. It is worth noting that the interregional tax office is designated by the number 99.
  • The second pair of numbers indicates the number of the structural unit of the federal tax service.
  • This is followed by a five-digit sequence of numbers indicating the entry number under which the organization was entered into the unified state register.
  • The last digit is also a control digit and serves to verify the accuracy of the taxpayer identification number.

What does the Taxpayer Identification Number look like?

The TIN is issued on a thick beige sheet of A4 size, it must contain:

  • Last name, first name and patronymic of the document owner.
  • The date the person is registered and the certificate is issued to him.
  • Code of the department that issued the TIN to the citizen.
  • Direct TIN.
  • Signature and seal of the head of the tax department that issued the document.

If any of the above is missing or indicated with errors, the certificate will be considered invalid!

Where can I apply for and receive a TIN?

The place where they can draw up and hand over a document is different for individuals and citizens engaged in commercial activities. Ordinary citizens need to contact the Federal Tax Service (Federal Tax Service), taking with them a copy of their passport and an application. This is done in several different ways:

  • Go to the Federal Tax Service at your place of residence in person.
  • Send the completed application and a photocopy of your passport to the Federal Tax Service using Russian Post (a copy of your passport may need to be certified by a Notary).
  • Through a representative, who can be a parent or guardian of a minor, or an employer (in the case of official employment).
  • Submit applications through the official website of the Russian Tax Service (www.nalog.ru). Although you won’t be able to pick up a ready-made TIN through the website for obvious reasons, you will have to go to the tax office to get it.

Electronic services of the tax service related to TIN

The Federal Tax Service (FTS), through special electronic services posted on the official website of the department, provides the following services to citizens.

Staging physical persons for tax registration. You can generate, register and send an application to the selected inspection, then track information about the status of its processing (see how to order a TIN via the Internet). After the procedure is completed, the user will need to come to the inspection to receive a paper certificate; It is not provided in electronic form, which means you cannot print your TIN from the tax service website.

Physical registration service faces

Providing information about the already assigned TIN. If you need to find out your taxpayer number, you can do this in real time by filling out a special form with personal and passport data. After the program processes the data, the TIN will be displayed on the screen, but even in this case, you will not be able to print the certificate via the Internet.

TIN verification service

You can also find out your TIN on the State Services portal. It can be found using your passport details. This service is available to all users with an account level of at least Standard. Since the service only involves identifying the number, printing out the TIN from the State Services website will also not work.

Note: State Services has a very useful service that allows you to determine the taxpayer’s existing debt using the TIN and pay it off or print tax receipts. It is located in the “Taxes and Finance” section of the service catalog. It is useful to read how to find out the transport tax by TIN.

It turns out that it is not possible to obtain a TIN certificate on the State Services portal, as well as on the Federal Tax Service website, so is it even possible to print it out via the Internet?

Obtaining TIN for legal entities, enterprises and other organizations

For legal entities, there is only one single method of obtaining a TIN, namely, a completed application to the tax office, located exclusively at the registration address of an office, enterprise or some other organization. Both the direct manager of the company and his authorized person can submit an application to the Federal Tax Service (but in this case, the application will first need to be certified by contacting a notary). A certificate of registration of an individual entrepreneur (or LLC) must be attached to the application, otherwise the issuance of a TIN will be refused.

The procedure for assigning and using an identifier

TIN is an identifier assigned to a citizen upon tax registration. It plays only one role - it serves as a unique feature of one taxpayer, allowing it to be distinguished from others. The tax authority indicates the TIN of the individual. person in all notifications sent to him and uses it for reconciliation, identification of the taxpayer with payments received on his behalf, debts he has, etc.

The law does not oblige people who are not engaged in entrepreneurial activities to obtain a TIN. But you won’t be able to become an individual entrepreneur (IP) without this number. When registering an individual of a person as an individual entrepreneur, the tax authority assigns him a TIN by default, if it has not been assigned before.

In addition, a TIN can be assigned to a person without his knowledge, for example, if it is necessary to collect tax. But in most cases, the basis for assigning a TIN to an object is an application of the appropriate form (No. 2-2-Accounting).

Application form for assignment of TIN

The standard scheme for assigning an identifier is as follows:

  • the object contacts the tax office at the place of registration and submits a completed application and passport for verification;
  • The tax authority reviews the application, checks the data and enters information about the new taxpayer into the state. registry;
  • the applicant receives a certificate of registration indicating the TIN.

You can submit an application to the authorized body in person or remotely. Registered users of the State Services portal and the official website of the tax service have the opportunity to do this using the Internet.

It is useful to read how to register on the State Services website for an individual. What you need to do to confirm your profile information.

Users who have a verified account can register a legal entity. persons in public services.

Obtaining a TIN for children

Contrary to common misconception, children also need to obtain a TIN; until the child reaches the age of 14, parents or guardians receive a certificate for the child. To obtain a TIN from the tax office for a child without a passport, you will need:

  1. Passport of one of the parents (guardians).
  2. Child's birth certificate.
  3. A certificate taken from the passport office, located exclusively at the place of registration of the child.

When you reach 14 years of age and receive a passport, the procedure is absolutely the same as for ordinary citizens, and the passport of one of the parents (guardians), and in addition to this, a birth certificate, will no longer be required; instead, you will need to provide the passport of the child himself .

TIN certificate

Information about the taxpayer and the TIN assigned to him is applied by the tax authority to the certificate form approved by the Order of the Federal Tax Service dated November 23, 2004 in the prescribed form N 2-1-Accounting. Such forms are classified as secure printing products. All of them have a series and number and are subject to accounting.

Form N 2-1-Accounting involves not only entering information about the taxpayer, but also indicating the name of the official of the tax authority who issued the certificate with his signature. In addition, according to the above-mentioned order, a protective holographic mark is applied to the form.

Form N 2-1-Accounting

So, it becomes obvious that it is impossible to print your TIN by number yourself. Even if you find and download form N 2-1-Accounting from the Internet, fill it out and print it out, such a paper will not have any legal force. Therefore, if you need to obtain a certificate for the first time, you can use the above methods. If you need to restore a lost document, you should contact the tax office in person or through a representative.

  • To register an inheritance for a child.
  • When registering an apartment or house purchased thanks to Maternity Capital.
  • With various tax deductions.
  • To get a job (on a shortened working day, since it is forbidden to take children on a full-time schedule) or start your own business (for example, to join an affiliate program and earn income from a YouTube channel, as well as for other commercial activities available to young citizens ).

What is TIN

What is an identification number or TIN is now clear. In what format can a citizen be provided with a personal identification number or, more simply, what does it look like? The certificate of issuance of a personal taxpayer identification number is a document in A4 format, which contains the following information about the taxpayer:

  • Last name, first name, patronymic of the number owner;

Do foreigners need a TIN?

Everything depends on the activities of foreigners in our country. Foreigners who are in Russia exclusively as tourists do not need a TIN. You will never need a TIN to travel around the country. In other cases, you will still have to obtain it from the tax office, in particular for:

  • Obtaining permission for temporary residence or on the territory of Russia.
  • Official employment or creating your own business.
  • Acquisition of real estate in your own name located somewhere in the Russian Federation.
  • Registration of the purchased car with the State Traffic Inspectorate (TIN is not required for the purchase process itself).
  • For other transactions that are taxed in any way (for example, for the provision of paid services under an agreement between individuals).

Who can obtain a TIN for a foreign person from the tax office:

  1. Directly the foreigner himself at the nearest tax office.

At what age can a person receive a TIN?

The Tax Code or any other legal acts do not indicate the exact age for assigning a TIN. The owners of the document can be different persons at completely different ages.

The main condition under which a citizen of a country must have a TIN is payment of taxes. You can get an individual taxpayer number literally from birth, but this is not always a mandatory procedure for a person. If any real estate is not registered in the name of a child, or he does not receive an inheritance, then the certificate can be obtained at working age, in the event of getting an official job or starting his own business.

Where to go to obtain and replace a certificate

There are several ways to submit the required documents. Every citizen of the country already has a taxpayer number from his birth, but to document it, you must follow one of the algorithms:

  • You can go to the Federal Tax Service
at your place of registration or registration. Take all the necessary documents with you; tax service employees will help you fill out the application. In case of personal application, photocopies of documents are not required. Federal Tax Service employees will examine the package of papers, and after that they will return everything back, keeping only the application and the document confirming payment of the duty, if any.
  • The second way is to send an application by mail
. It will need to be accompanied by copies of all papers from the list, their authenticity must be certified by a notary. When you send a letter, make sure that it is registered and has a notice. Check your department with the service; knowing the required inspection, finding out its address on the Internet is not a problem, but you will need to send a letter to it.
  • You can apply for registration through the Federal Tax Service online service
. In this case, you do not need to attach documents, but their originals will need to be taken to the service department you marked when you go to receive your certificate. You can do without documents if you have an electronic signature.
  • You can obtain a TIN certificate through the MFC
. The procedure for submitting documents is similar to submitting through the Federal Tax Service. Come to the multifunctional center with a package of papers upon appointment or take a queue ticket. You are invited to the required window, employees help with writing an application, if everything is correct, they register the application.

The TIN certificate will be ready 5-6 days after registration of your application.

How can I find out my TIN?

The easiest way to find out the TIN is to look in the actual document. If the certificate is not in hand at the most necessary moment, you can find out the INN (individual taxpayer number) on the free website of the Federal Tax Service (service.nalog.ru/inn.do). If you have lost the certificate itself, you will need to restore your individual taxpayer number.

What are the ways to restore the certificate of obtaining a TIN:

In cases of unintentional loss of the original document, a citizen of the Russian Federation can obtain a duplicate using several possible methods:

  1. Appear at the tax office in person.
  2. Send the application to the tax office using postal services, having first certified it by a notary.
  3. On the official tax page.

Attention! The procedure for obtaining a duplicate certificate is paid. The cost of the state fee is 300 rubles for a regular procedure, and 400 rubles for urgent issuance.

List of documents required to restore the TIN in the Federal Tax Service:

  1. Completed application form 2-2 “Accounting”.
  2. Receipt for payment of state duty. You can pay it through a bank, post office or online.
  3. A photocopy of the passport of the citizen who needs to make a duplicate TIN.

Your further actions will differ significantly from each other depending on the presence of an individual electronic signature. Below we will consider each of the possible options.

I don't have an electronic signature

If you do not have a special electronic signature, then fill out the appropriate form. Carefully approach the procedure for filling out the fields, because errors when filling out are unacceptable. Otherwise, you simply will not be able to complete the TIN registration process, or it will be completed incorrectly, and you will not receive the document.

After correctly filling out all application forms, the user is automatically assigned an individual registration number. Next, using the assigned registration number, you will be able to obtain a document confirming the assignment of a TIN at the Federal Tax Service office.

Moreover, you can pause the application at any time and continue from the stage at which you finished. In addition, you can monitor the current status of your application through the user’s personal account.

Registration
Registration of application

At the end of the registration process, it is important to click on the link below “Register an application and send it to the Federal Tax Service”.

I have an electronic signature

An electronic digital signature (EDS) is an integral element of any digital document. The functions of the digital signature are almost the same as the standard and familiar handwritten signature. This electronic signature is issued through centers that have been accredited by the Ministry of Communications and Mass Media of the Russian Federation.

If you have this signature, the procedure for obtaining a TIN is greatly simplified. If there is an electronic digital signature, then the document on registration of the individual taxpayer number can be received by mail or by email.

How to get a TIN if you have an electronic signature:

  1. Go to the official website of the Tax Service of the Russian Federation (nalog.ru) and download the “Legal Taxpayer” software.

    Page
Download page for the Legal Entity Taxpayer program on the Federal Tax Service website

  2. According to the instructions, install the program on your computer.
  3. Using this software, you fill out an application in the form “2-2 – Accounting”. If you would like to receive a TIN registration certificate in electronic form, you also need to attach a request filled out in form “No. 3 – Accounting”.

    Statement
    Application on form No. 2-2-Accounting

  4. Using the same software, you need to prepare a transport container with an application that has a code and is signed with an individual electronic signature. If you would like to receive a TIN registration certificate in electronic form, you must also attach an encrypted and digitally signed request.
  5. Next, the prepared container is sent for processing, after which you will receive information about the results of processing the submitted application and receive a document confirming the registration of an individual taxpayer number.

Regardless of whether you have an electronic signature or not, you can easily leave an application and receive a TIN on the official website of the Federal Tax Service.

Is it possible to obtain or restore a TIN not at the place of registration?

Not all citizens' actual place of residence coincides with their place of registration. And no one wants to go to the tax office located at the place of registration (after all, the distance can be hundreds or even thousands of kilometers). Since 2012, it has become possible to obtain a TIN from the Federal Tax Service, which will be convenient for visiting. But previously it was impossible to do this and people had to visit a strictly defined Federal Tax Service, the reason for this lay in the absence of a unified tax register.

Is it possible to print out the TIN of an individual? persons by number via the Internet

With the development of government information systems in Russia and the introduction of electronic services, citizens have the opportunity to use government services without leaving home. Thus, today you can submit an application to the tax service for assignment of a TIN remotely via the Internet.

It has become possible to find out your taxpayer identification number online, if it has already been assigned earlier.

But what if the user needs not only the number itself, but also a document confirming tax registration? Is it possible to independently print out the TIN certificate of an individual by number? What to do if a previously issued certificate was lost or damaged? Answers to these questions will be given later in the article.

The standard scheme for assigning an identifier is as follows:

  • the object contacts the tax office at the place of registration and submits a completed application and passport for verification;
  • The tax authority reviews the application, checks the data and enters information about the new taxpayer into the state. registry;

Providing information about the already assigned TIN. If you need to find out your taxpayer number, you can do this in real time by filling out a special form with personal and passport data. After the program processes the data, the TIN will be displayed on the screen, but even in this case, you will not be able to print the certificate via the Internet.

If a user has problems when working with the State Services website, the portal’s technical support will help to quickly solve them. All about how to get help from specialists.

Detailed instructions on the topic: how to take and upload photos for State Services.

Note: information about work activity can now be obtained from State Services in a few clicks.

Re-issuance of TIN certificate

If the initial issuance of a document is free, then for providing a duplicate of the lost certificate you must pay a state fee in the amount of 300 rubles. You can transfer funds on the Federal Tax Service website, using the “Payment of state duty” option and following the system prompts.

A receipt confirming the fact of payment of the state duty, as well as an application in form 2-2-Accounting (for the issuance of a duplicate certificate) and a passport should be submitted to the authorized body of the Federal Tax Service.

This can be done in person, through a proxy (in this case you will also need a power of attorney) or by sending documents by mail.

The deadline for completing the procedure is five working days from the date of receipt of documents by representatives of the Federal Tax Service.

Note: if the taxpayer wishes, information about the TIN can be entered by tax authority employees into the passport of a citizen of the Russian Federation (a mark is placed on page 18). To do this, you need to go to the Federal Tax Service office at your place of registration, bringing with you your passport and TIN certificate. The operation takes no more than 15 minutes.

As can be seen from this article, you can only obtain a TIN certificate from an authorized department of the Federal Tax Service, and it is impossible to print the document yourself using the number. An application for assignment of an identifier and the initial issuance of a certificate can be completed via the Internet using special electronic services.

What cannot be done with the document on obtaining a TIN?

There are a number of things that cannot be done with a “paper” certificate of receipt of a TIN, in particular these:

  1. TIN lamination. One of the most common mistakes people make. You cannot laminate a document; in this case, it becomes invalid. To preserve the integrity and appearance of the document, it is worth placing it in a multi-fork, but not using lamination in any way. Although in good offices that provide lamination services, a person will be warned about everything, not all companies work in good faith, and some people are ready to do anything just to get even a penny income.
  2. The document is severely crumpled or otherwise damaged. If the TIN (certificate of receipt of an individual taxpayer number) is in terrible shape, it will not be accepted by any self-respecting organization. Therefore, you should not waste time if the document on obtaining a tax number is damaged; it is better to change it immediately, since then there may simply not be enough time for this, because they will not give you a duplicate TIN certificate instantly.
  3. Various corrections in the document on obtaining the number. When receiving an INN (individual taxpayer number), you must immediately check all the data written in it. If something is indicated incorrectly (for example, your last name), it is better to return the document and wait for a new one to be made; corrections in any documents (not only the TIN) are punishable by law; in the worst case, for corrections in the TIN or other document, you can get a real criminal sentence.
  4. Do not provide a TIN where it is not initially required. Most often, they try to illegally take possession of data in cellular communication stores; when purchasing a phone or other equipment, or when registering for SIM cards, a TIN is not required, this must be remembered. If the TIN is required in stores, most likely the seller is trying to transfer you to the Unofficial Pension Fund without your consent.

    form for obtaining a TIN;
  • Information about place of residence
. This data is contained either in your passport, or you can bring a document confirming temporary registration.

Is it possible to change the TIN?

The numbers themselves (number) in the certificate of receipt of the TIN cannot be changed, but you can receive another document with a changed last name or first name (if the citizen has changed them). To do this, you must provide the Federal Tax Service:

  1. Application for changing TIN.
  2. Original and copy of passport.
  3. Original and copy of marriage certificate (in case of data changes after marriage).
  4. Old document with TIN.

A TIN with the changed data will be issued within a few days.
